In the context of the entire Education and Training sector undergoing a strong transformation to implement Resolution 29-NQ/TW on fundamental and comprehensive reform of education and training, the patriotic emulation movement continues to be an important driving force promoting innovation, professional development, and improving the overall quality of education. In Nam Dinh province – a locality that has consistently maintained a top position nationwide in terms of educational quality for many years – the emulation movement is organized systematically, continuously, and increasingly substantive, contributing to building a sustainable and modern education system.

Promoting the driving role of emulation movements.

In this new phase, with society's demands for education increasing, and with the 2018 General Education Program introducing comprehensive changes in teaching, learning, and assessment methods, the patriotic emulation movement has been identified by the provincial Department of Education and Training as an important method for each school, each official, and each teacher to awaken the aspiration for dedication, creativity, sense of responsibility, and deep love for their profession.

Imbued with President Ho Chi Minh 's teaching, "Competition is patriotism, and patriotism requires competition," the Department of Education and Training has thoroughly implemented and concretized directives, resolutions, and policies on emulation and reward work into specific and synchronized action programs from the Department level to each educational institution. The emulation movement has been strongly implemented, linked to the practical realities of each locality, the tasks of the school year, the requirements for school management reform, the application of digital transformation, and the improvement of comprehensive educational quality.

Movements and campaigns such as "Innovation and Creativity in Teaching and Learning," "Building Happy Schools," "Every Teacher is a Role Model of Morality, Self-Learning, and Creativity," "Excellent at Schoolwork, Competent at Home," and "Green, Clean, Beautiful, and Safe Schools" have strongly awakened a sense of innovation and responsibility among teachers. In many units, competition goes beyond mere "titles" and has become an inherent need and a professional commitment. Competition targets are clearly defined and planned, linked to professional results, student and parent satisfaction levels, and the implementation of digital transformation and innovative teaching methods.

From the emulation movement, a series of new models and effective practices have been formed and spread. School administrators and teachers have actively innovated teaching methods, applied information technology, designed digital learning materials, implemented STEM education, actively nurtured gifted students, supported weak students, and comprehensively developed students' abilities and qualities. For many years, Nam Dinh has been one of the leading localities in the country in terms of overall educational quality. In the last 10 years alone, the province has had over 700 students win national awards, and many students have won medals at international Olympic competitions. Annually, the high school graduation rate consistently exceeds 99.8%. Most high schools have qualified teachers and comprehensively invested facilities. By recognizing and honoring high-achieving collectives and individuals, the emulation movement has contributed to creating momentum and spreading positive values throughout the entire sector. Many excellent models and valuable initiatives in management, teaching, and learning serve as exemplary examples for other units to learn from, such as: Rang Dong Primary School (Nghia Hung), a model in management, teaching, and learning; Dao Su Tich Secondary School (Truc Ninh), with its teachers and students serving as exemplary role models in innovation, creativity, overcoming difficulties, and dedication; Nguyen Khuyen High School, Tran Hung Dao High School, Le Hong Phong Specialized High School... are shining examples in advanced education, innovative teaching methods, application of digital technology, and development of the teaching staff.

To motivate the movement, the awarding of commendations by the Department of Education and Training is carried out openly, transparently, and with a focus on quality. The criteria for selecting emulation titles and forms of commendation are adjusted to suit practical requirements, aiming to honor creativity, innovation, and dedication. Besides the titles awarded by the State, the entire education sector of the province also organizes flexible forms of recognition such as honoring outstanding teachers, excellent students, and leading subject groups, while encouraging schools to hold commendations during flag-raising ceremonies, semester and year-end summaries. Communication efforts to spread exemplary models of dedicated teachers and students overcoming difficulties and demonstrating creativity are intensified through the press and social media platforms. This creates a positive effect, spreading love for the profession and love for people, contributing to fostering confidence and inspiring students, parents, and society as a whole.

Particularly in this new phase, as education shifts strongly towards developing students' qualities and competencies, as outlined in the 2018 General Education Program and Resolution 29-NQ/TW, digital transformation, the application of artificial intelligence, and new learning models are posing urgent demands. The education sector has accelerated digital transformation, innovated assessment tools, and increased the use of technology in management, teaching, and learning… through software-based school management, the use of LMS systems, the application of artificial intelligence in testing and evaluation, the development of open educational resource repositories, and the creation of e-learning lectures… These activities have been intensified, stemming from the spirit of creative competition and the willingness to think outside the box and take initiative of collectives and individuals throughout the sector.
