Trieu De sluice at K10+785 right dike of Pho Day river in Tay Son commune (Lap Thach) was built in 1950 with a design of 3 gates, steel sluice gates, operated by 3 valve systems, electric opening and closing machines. The sluice has the task of draining water for more than 5,100 hectares of the basin of communes in Lap Thach district, preventing floods from Pho Day river from flowing into residential areas and agricultural land.
Due to being built a long time ago, Trieu De sluice currently has many degraded and damaged items, posing a potential risk of insecurity during the storm season. Previously, due to the impact of storm No. 3 ( Yagi ) occurring in September 2024, Trieu De sluice gate was broken, water overflowed into the dike, endangering many residential areas and agricultural land in Lap Thach district.
The Triệu Đề sewer collapse incident has been fixed, but up to now, the bridge girder at the sewer wing position has degraded, many locations on the sewer ceiling and wall have large cracks, measuring from 2 - 5cm; the sewer operating compartment and floor have degraded, many locations are cracked... In addition, although it is a large sewer, Triệu Đề sewer does not have a holding tank to handle emergencies or during sewer repairs.
To ensure the work of disaster prevention and control and search and rescue in the 2025 rainy and stormy season, the Provincial People's Committee has issued a plan to protect the dyke and key points of Trieu De sluice, and directed relevant departments, branches and localities to urgently implement it. Accordingly, the location of the Command Board for protecting the key points of Trieu De sluice is located at the headquarters of Tay Son Commune People's Committee. When an incident occurs, it is necessary to prepare a plan to evacuate people and mobilize at least 330 local forces, including armed forces, militia and self-defense forces, officers of Lien Son Irrigation One Member Co., Ltd. and the Dike Management Department, etc.
On-site materials are arranged at the Dike Management Units in the communes of Cao Phong (Song Lo) and Sao Dai Viet (Vinh Tuong). In addition, Lap Thach District People's Committee needs to reserve 9,000m3 of soil, 2,000m3 of black sand, 6,000m3 of rubble, 4 generators with capacity from 2.5 - 5kW; Tay Son Commune People's Committee and Lien Son Irrigation Company Limited reserve 2,000 sacks, 1,000m3 of black sand... and some necessary materials and equipment for PCTT&TKCN work.
Regarding the on-site logistics plan, the Provincial People's Committee directed the Lap Thach District People's Committee to develop a plan to ensure on-site supplies for emergency use and a force of 500 - 800 people participating in responding to natural disasters; coordinate with relevant units to ensure timely and smooth communication systems. At the same time, regularly check and ensure the smooth operation of provincial roads 305, 305C, 306, 309 and inter-district and inter-commune roads, and prepare a plan to use the dike surface as a rescue road in case of an incident.
Lien Son Irrigation Company Limited regularly inspects and monitors the Trieu De sluice system to promptly detect and handle incidents. When the flood alarm level is level 1 or higher, it is necessary to closely monitor the situation at the sluice, promptly prevent illegal use and operation of the sluice; inspect the junction between the sluice and the dike, parts of the sluice and the upstream and downstream areas of the sluice to promptly detect and handle incidents from the first hour.
The Provincial People's Committee assigned the Department of Agriculture and Environment as the standing agency of the Steering Committee for Flood and Storm Prevention and Control to be responsible for regularly inspecting the implementation of the dike protection plan and protecting the key Trieu De sluice; coordinating with relevant departments, branches and localities to effectively implement dike protection measures and protect key points; ensuring environmental sanitation before and after floods, especially the people's domestic water sources.
Although a dike protection and key protection plan has been developed, due to the deterioration of Trieu De sluice, many items are currently seriously damaged. The province needs to promptly have a plan to invest in renovating and upgrading this key irrigation project to ensure dike safety and effectively carry out disaster prevention and search and rescue work during the rainy and stormy season.
