According to information from the Industrial Park Management Board, by the end of 2024, the province will have 17 industrial parks established and granted investment certificates and investment registration certificates; of which 9 industrial parks have come into operation, 3 industrial parks are under construction and 5 industrial parks are carrying out site clearance.
Of the total 17 industrial parks established and granted investment certificates, 4 industrial parks are invested by FDI enterprises with a registered investment capital of nearly 250 million USD; 13 industrial parks are invested by DDI enterprises with a total registered investment capital of nearly 18 trillion VND. The total planned land area is nearly 3,150 hectares.
The accumulated disbursed capital for infrastructure investment in industrial parks of FDI projects is more than 130 million USD, reaching nearly 53% of the total registered investment capital; DDI projects are more than 7,000 billion VND, reaching nearly 40% of the total registered investment capital. The total land area leased to secondary projects is nearly 1,100 hectares. The average occupancy rate of industrial parks is nearly 45%.
In general, the investment in the construction of industrial park infrastructure has been basically implemented by investors according to approved construction planning; the design of infrastructure works, fire prevention and fighting plans, and environmental impact assessment have been appraised and approved by state management agencies according to regulations.
Basically, the projects are implemented on schedule according to investment registration. When completed and put into use, they are inspected, accepted and confirmed as completed according to regulations by state management agencies.
However, the development of industrial parks in the area is also facing many difficulties and challenges, especially the slow and prolonged implementation of compensation and site clearance, which greatly affects the progress of project implementation.
The source of filling materials for construction of industrial parks has not met the implementation progress, typically in industrial parks such as Song Lo II, Binh Xuyen II - phase 2, Binh Xuyen, Son Loi...
The quality of detailed planning for industrial park construction is still limited because during the planning implementation process, the planning had to be adjusted many times; the planning for construction of some industrial parks was established, appraised and approved not at the same time as the approval of the planning for construction of workers' housing, cultural and social works serving workers, etc.
According to the leader of the Industrial Park Management Board, in order to improve the quality of planning and development of industrial parks in the area, in the coming time, the Board will focus on advising the Provincial Party Committee and the Provincial People's Committee, and at the same time coordinate with all levels, sectors and localities to drastically remove difficulties, speed up the progress of compensation, site clearance, and handover of sites to investors to implement industrial park development projects.
Enhance the sense of responsibility for state management of industrial zones; regularly grasp the situation, promptly resolve difficulties and problems, create conditions for investors to speed up progress, put projects into operation according to plan, especially industrial zones whose investment policies have been approved by the Prime Minister .
Develop and implement industrial park planning in conjunction with the implementation of socio -economic development planning, land use planning, industrial development planning, urban planning, residential area planning, housing planning and related sectoral planning. Focus on improving the quality of planning work to ensure that industrial park planning is stable, long-term and highly practical.
Along with that, synchronously deploy solutions to improve the quality of infrastructure construction in industrial parks towards synchronizing the technical infrastructure system with public facilities and utilities serving industrial parks; connecting infrastructure inside the fence with outside the industrial park fence.
Review the entire infrastructure system in the industrial parks. Request, urge and supervise the industrial park infrastructure investors to maintain, upgrade, supplement and complete the infrastructure system in the industrial parks according to the approved planning.
Closely monitor infrastructure investors on their capacity and commitment to project implementation, from which take measures to handle, resolutely withdraw or find new investors with sufficient capacity to continue implementing the project or adjust the planning to reduce the area of the industrial park to ensure the effectiveness of the project...
