Developing collective economy and cooperatives - positive changes in Bac Kan

Recognizing the importance of the collective economy , in recent years, Bac Kan province has paid special attention to developing cooperative and cooperative models. On April 22, 2021, the Provincial Party Committee issued Resolution No. 09-NQ/TU on developing the collective economy and cooperatives, Resolution No. 10/NQ-TU on developing agriculture and forestry towards concentrated commodity production, expanding production linkages along the value chain, associated with new rural construction in the period of 2021-2025 and Directive No. 27-CT/TU, dated March 24, 2020 on improving the operational efficiency of the collective economy and cooperatives in the province. Accordingly, the Provincial People's Council has also issued policies, the Provincial People's Committee has issued plans and programs to specify the direction of the Provincial Party Committee Standing Committee for synchronous implementation in the province.

In order to improve the operational efficiency of collective economic organizations, create conditions and support businesses, cooperatives and people to change their thinking, boldly invest in equipment for production, the province has issued policies to support the linkage of production and consumption of agricultural products; policies to support the development of commodity agricultural production and policies to support capacity building for the collective economic sector. In the period of 2020 - 2025, the province has supported and trained the management staff of more than 300 cooperatives and cooperative members; supported 26 enterprises and cooperatives in transferring science and technology; 72 cooperatives participated as the chair of the linkage for 102 projects to support the development of linked production according to the value chain under the National Target Programs in the province and 34 cooperatives as the chair of the linkage project to support the development of linked production according to the value chain; Organize promotional activities, connect, advertise, introduce products of more than 100 cooperatives participating in trade promotion fairs associated with promoting tourism and culture in localities such as Binh Dinh, Ho Chi Minh City, Thanh Hoa, Phu Tho, Hanoi and Hoa Binh province...

By understanding the limitations in implementing the procedures for establishment and management of cooperative entities, the province regularly directs relevant agencies and localities to proactively coordinate and guide registration procedures in accordance with the Law on Cooperatives; strengthen propaganda to raise awareness and responsibility in implementing policies and laws on land, environment, administrative reform and administrative procedures, creating the most favorable conditions for cooperatives to implement investment projects. Every year, all levels in the province organize dialogue conferences between local leaders and cooperatives to promptly visit and grasp the situation of operations and direct and remove difficulties and obstacles for cooperatives.

Thanks to the right policies and timely guidance of Party committees and authorities at all levels, many collective economic models and cooperatives have been established and operated effectively. As of May 2025, the whole province had 672 cooperative groups, with 7,750 members; 459 cooperatives (340 agricultural cooperatives, 119 non-agricultural cooperatives), with 5,552 members; 02 Cooperative Unions, with a total of 18 cooperatives. The cooperatives have brought many benefits to members and workers, making significant contributions to the socio-economic development process, realizing the province's policy of hunger eradication and poverty reduction.

However, in the implementation process, many cooperatives still operate poorly or maintain average operations; the application of science , technology and advanced modern technology in the production and business process is still limited; the number of cooperative members has improved but the production scale is small and the products produced have low competitiveness.

Reality shows that the collective economy is an important economic component, which must be consolidated and developed together with the state economy to become a solid foundation of the national economy. Therefore, in the coming time, Bac Kan province will focus on promoting propaganda and dissemination to raise awareness of cadres, party members and people, especially leaders of Party committees, party organizations and authorities, about the position, role and importance of the collective economy; regularly review, supplement and perfect mechanisms and policies to create a favorable legal environment to encourage and support the collective economy, with the core being cooperatives, to develop strongly; strengthen trade promotion activities, product promotion, expand markets for products of cooperative groups, cooperatives and cooperative unions; encourage collective economic organizations and cooperatives to proactively participate in the Industrial Revolution 4.0, gradually carry out digital transformation to meet market requirements.

Along with that, the province will direct the improvement of state management capacity, regularly inspect and supervise activities, promptly commend, reward, and replicate advanced examples and new cooperative models that operate effectively; detect and strictly handle violations as well as promptly detect and remove obstacles and barriers in the process of developing the collective economy in the province in accordance with the spirit of Resolution No. 20-NQ/TW, dated June 16, 2022, the 5th Conference of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period./.
