According to the report of the Department of Finance, the total capital plan to implement the National Target Programs in 2025, including the capital allowed to be extended from 2022, 2023 and 2024 to 2025, is 614,294 million VND. Of which, investment capital is 310,386 million VND and career capital is 303,908 million VND.

Conference overview
Since the beginning of the year, investors have made great efforts to implement and disburse national target programs. As of May 19, 2025, VND 84,499 million has been disbursed, reaching 13.76% of the plan. Of which, disbursed investment capital is VND 70,109 million, reaching 22.59%; disbursed public capital is VND 14,390 million, reaching 4.73%.

Regarding the disbursement progress of each program, the National Target Program for New Rural Construction has a total capital plan for 2025 and the extended capital plan for 2022, 2023, and 2024 of VND 320,197 million. As a result, VND 55,882 million has been disbursed, reaching 17.45% of the plan, of which investment capital reached VND 50,824 million (26.02%) and public service capital reached VND 5,058 million (4.05%).
The National Target Program for Sustainable Poverty Reduction has a total career capital in 2025 and the permitted extended capital plan for 2022, 2023, and 2024 transferred to VND 67,172 million. Currently, only VND 4,369 million of career capital has been disbursed, reaching 6.45% of the plan.
The National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas has a total capital plan for 2025 and the extended capital plan for 2022, 2023, and 2024 of VND 226,385 million, of which VND 24,248 million has been disbursed, reaching 10.71% of the plan. Of which, investment capital reached VND 19,285 million (16.76%) and public service capital reached VND 4,963 million (4.46%).
The Department of Finance's assessment shows that the disbursement progress is generally slower than required. One of the main reasons is that the additional capital of VND 104,450 million has just been assigned by the Prime Minister, so the units have not been able to implement it in time. In addition, some agencies have just had their tasks and capital allocated according to the decision dated May 8, 2025, so they have not been able to organize the implementation on schedule.
Regarding the detailed allocation of the 2025 capital plan of the New Rural Development Program, up to now, 8/10 district-level units have completed the allocation and allocation of budget estimates. However, the remaining 2 district-level localities have not yet fully allocated the details, with the unallocated amount of VND 5,600 million, due to the lack of suitable projects to implement. At the conference, representatives of departments, branches and localities focused on the difficulties and obstacles they are facing in the capital disbursement process.
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee acknowledged the efforts of local units and departments in the context of a large amount of work. The reorganization of agencies and the assignment of tasks have more or less affected the work, but they have closely followed the implementation plan of the programs and achieved some results. However, the Vice Chairman of the Provincial People's Committee also frankly pointed out the subjective and objective reasons affecting the disbursement progress.
The Vice Chairman of the Provincial People's Committee noted that the disbursement rate of capital sources for national target programs in the province is still low compared to the national average. Therefore, it is necessary to make more efforts to achieve the goals as required by the Central Government. Review and synthesize all difficulties and obstacles in the implementation process to promptly resolve them. The Vice Chairman of the Provincial People's Committee requested that the Department of Agriculture and Environment, the Department of Ethnic Minorities and Religions (the two agencies assigned to preside over the National Target Program) continue to maintain weekly local meetings, proactively work directly with communes until the arrangement of commune-level administrative units is completed. The departments promptly synthesize difficulties and propose solutions according to their authority to promptly resolve them. Departments, branches and localities must identify this as a priority task during this time until the completion of district-level political tasks and the merger of communes.
The two agencies in charge of guiding and urging localities to complete the allocation of capital plans for 2025, including proposals to transfer sources due to lack of capital demand to ensure the implementation of assigned tasks.
Departments, branches and localities assigned capital must make the greatest effort for projects with capital plans arranged from 2022, 2023, 2024, which the National Assembly has allowed to extend the disbursement period until 2025, and must urgently complete project settlement procedures. By June 30 at the latest, 100% of the capital plan must be disbursed for the arrangement of completed projects and project settlement.
Particularly for projects with capital plans for 2025, investors should review the progress of each project and propose to competent authorities to transfer capital to projects with completed implementation volume but lacking payment capital. Limit the allocation of capital for new construction, only allocate capital for necessary and urgent new construction projects and no later than June 30, disburse all allocated capital plans, and avoid basic debt.
The Vice Chairman of the Provincial People's Committee requested localities to promptly develop detailed plans for capital disbursement in 2025, specifically review capital that cannot be disbursed and report to the presiding agency. Capital sources that can be disbursed must be thoroughly handled.
