Speed ​​up the progress of eliminating temporary and dilapidated houses, striving to complete before June 30

BTO-On the morning of May 22, the Steering Committee for the elimination of temporary and dilapidated houses in the province (abbreviated as the Provincial Steering Committee) held a regular meeting for May 2025. Comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Steering Committee chaired the meeting. Attending the meeting were members of the Provincial Steering Committee.

The online meeting reached districts, towns and city Party Committees with the participation of the Heads of the Steering Committee, Deputy Heads of the Steering Committee to implement the elimination of temporary and dilapidated houses in districts, towns and cities; members of the Steering Committee at district level.

Up to now, the whole province has eliminated temporary and dilapidated houses for 824/1,119 houses (including 693 houses that have completed construction and repair and 131 houses that have started construction, reaching 73.6%); started construction of 57 new houses under the National Target Program for ethnic minority and mountainous areas; mobilized socialized resources to build and repair 9 houses of other poor and near-poor households (Ham Thuan Bac). Accumulated from August 2024, the whole province has eliminated temporary and dilapidated houses for 1,092/1,321 households that have ensured legal conditions for residential land (reaching 82.7%). In particular, at the end of the peak period of "50 peak days of eliminating temporary and dilapidated houses in the province", 4 localities have completed 100% of the houses that meet the legal conditions for residential land (according to Appendix A), including: Ham Thuan Bac (153 houses), Phan Thiet (72 houses), Ham Thuan Nam (45 houses) and La Gi (09 houses). Tanh Linh is the locality with the highest number of houses completed in the whole province (224 houses).

In addition to the achieved results, the implementation of the Project to eliminate temporary and dilapidated houses in the province (abbreviated as the Project) still has some limitations and difficulties, such as the number of houses approved to be removed from the Project due to the inability to resolve legal problems is 335. On the other hand, some agencies and units have not seriously implemented the reporting regime as required. The progress of organizing inspection teams of the Provincial Steering Committee is still slow...

At the meeting, delegates evaluated the results of the implementation of the elimination of temporary and dilapidated houses in the province in the past time. At the same time, they reviewed and proposed solutions to remove legal obstacles related to residential land; continued to direct the implementation of the elimination of temporary and dilapidated houses in the area, determined to complete the construction and repair before June 30, 2025.

Concluding the meeting, Provincial Party Secretary Nguyen Hoai Anh emphasized that in the past time, the Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses and the District Steering Committees have carried out related tasks on the elimination of temporary and dilapidated houses and are moving towards basically completing the elimination of temporary and dilapidated houses in the province before June 30, 2025. Notably, the province has focused on mobilizing the participation of the entire political system and people in accelerating the progress of eliminating temporary and dilapidated houses for the people. In particular, the province has organized a campaign to launch "50 peak days of eliminating temporary and dilapidated houses in the province". Thereby, it has become a widespread movement, receiving positive responses from agencies, units, organizations, individuals, and businesses, creating a strong ripple effect in the community and being well-received by public opinion...

The Provincial Party Secretary commended localities with a high number of houses implemented such as Tanh Linh (224 houses), Ham Thuan Bac (187 houses), Bac Binh (120 houses), Tuy Phong (108 houses). He also commended localities with a high number of houses with legal problems resolved such as Ham Thuan Bac (85 houses), Bac Binh (79 houses).

The Provincial Party Secretary requested departments, branches and localities to focus all resources, mobilize the entire political system and people to speed up the progress of the Project to eliminate temporary and dilapidated houses in the province; strive to complete before June 30, 2025; requested members of the Provincial Steering Committee to continue to perform well the assigned tasks and the Decision to inspect the elimination of temporary and dilapidated houses for 8 district-level Steering Committees.

For the Provincial People's Committee, based on the advice of the Department of Finance, promptly approve according to authority or submit to the Standing Committee of the Provincial People's Council for approval of funding sources so that localities have funding for implementation; direct competent agencies to guide the payment and settlement of funding for projects completed in June 2025; at the same time, guide the handover of projects under construction that cannot be completed before June 30, 2025 to new administrative units after the arrangement; direct the implementation of rewards in appropriate forms for agencies, organizations and individuals with outstanding achievements in implementing the peak period of "50 peak days to eliminate temporary and dilapidated houses in the province" and the Project to eliminate temporary and dilapidated houses in the province. For the Provincial Vietnam Fatherland Front Committee, based on Decision No. 846 dated May 9, 2025 of the Provincial People's Committee, allocate funds from sources managed by the Provincial Vietnam Fatherland Front Committee no later than May 24, 2025; preside over and coordinate with the Department of Agriculture and Environment to summarize the amount of money contributed by agencies and organizations to the Project...

For the District Steering Committee, the Provincial Party Secretary requested to continue to effectively implement the Project to eliminate temporary and dilapidated houses in the province; assign members of the District Steering Committee to monitor and closely follow the implementation of each commune, ward and town, ensuring progress, quality and carrying out the work of clearing and settling support expenses in accordance with regulations. Urgently complete the review and settlement for households with houses that still have legal problems regarding residential land in Appendix B; promptly coordinate with provincial agencies to allocate implementation funds. Strive to complete the construction and repair of houses before June 20, 2025 and clear and settle before June 30, 2025...
