The plan assigns specific tasks to each department, branch, and locality. Accordingly, the Provincial Police Department is assigned to direct specialized departments and local police to establish special projects, fight fiercely, and strictly handle criminal acts. Closely coordinate with functional forces to focus on identifying organizations and individuals suspected of smuggling, trade fraud, production, trade of counterfeit goods, intellectual property infringement, etc.; deploy professional measures to fight and handle. The process of fighting needs to pay attention to clarifying the roles and responsibilities of organizations and individuals in the management, licensing, inspection, import-export control, circulation, etc. of production materials and goods, strictly handle corruption and negative acts (if any) in accordance with the provisions of law with the motto "handling one case, warning the whole region, the whole field", "no forbidden areas, no exceptions"...

The Provincial Military Command promptly coordinates with functional forces in inspecting vehicles and areas under the management of the unit that show signs of storing and concealing smuggled goods, counterfeit goods, prohibited goods, and goods that infringe intellectual property rights.

The Provincial Border Guard Command coordinates with the Customs, Police and local authorities to patrol and control the Le Thanh International Border Gate area, trails and openings in the border area to combat smuggling, trade fraud, counterfeit goods, infringement of intellectual property rights, and ensure the maintenance of order, security and safety in the border area.

The Department of Industry and Trade regularly monitors, supervises the situation and forecasts market developments, prices, supply and demand of goods, especially for essential goods to serve people's consumption needs. Directs the Market Management force to closely follow market developments, strengthen the collection and analysis of information on supply and demand developments, prices of goods, especially essential goods that are easily exploited for speculation and smuggling such as dairy products, pharmaceuticals, functional foods, cosmetics, gasoline, sugar, tobacco, fertilizers, etc. Market Management Teams inspect and control essential goods on retail channels, unofficial agents, especially on e-commerce trading floors and social networks. Coordinate with the Department of Health, Department of Agriculture and Environment to conduct inspections and post-inspections on food safety, strictly handle acts of trading in fake, toxic, and unknown-origin foods. At the same time, review and recommend to competent authorities to perfect legal regulations on expertise, techniques, pre-inspection, post-inspection, and goods licensing procedures; especially applying digital transformation and building an interconnected database.

The Tax Department of Region XIV directs professional units and local Tax Teams to strengthen inspection, examination, and combat tax fraud in potentially risky business sectors, especially those with tax exemptions and extensions; strengthen management and control to prevent the use and sale of illegal invoices. Take the lead and coordinate with the Department of Industry and Trade, the Department of Science and Technology, and the Market Management Department to promote measures to manage and use electronic invoices; disseminate information to taxpayers, stores, and petroleum businesses to issue electronic invoices for each sale, etc.

The Department of Health shall strengthen, step up inspection, control, and strictly handle the trading and business of counterfeit drugs, smuggled drugs, drugs of unknown origin; functional foods, milk, cosmetics; require health sector managers to sign a commitment not to advertise, introduce false information, information lacking scientific basis, exaggerating the features and uses of products; be responsible before the law if there is any fraudulent advertising. Strengthen inspection and supervision of the activities of private medical examination and treatment facilities, promptly correct violations of the law to raise awareness of law compliance of practitioners...

The Department of Agriculture and Environment strengthens inspection and strictly handles violations related to forestry products, aquatic products, production and trade of fake plant varieties, livestock, fertilizers, pesticides; livestock, poultry, animals, and animal products. Coordinates with the Department of Health and the Department of Industry and Trade to conduct inspections and post-inspections on food safety, strictly handle acts of trading in fake, toxic, and unknown-origin foods, and at the same time reviews and recommends competent authorities to perfect legal regulations on expertise, techniques, pre-inspection, post-inspection, and licensing of goods; especially applying digital transformation, building an interconnected database, etc.

The Department of Finance shall coordinate with relevant departments and branches to strengthen the inspection of compliance with the law on prices within the scope of its management responsibility; promptly resolve expenses related to the handling of confiscated assets to establish public ownership rights of functional forces; speed up the appraisal of prices of a number of cases transferred by the police force to serve as a basis for criminal prosecution.

The Department of Science and Technology strengthens inspection of compliance with legal regulations on standards, measurements, quality, product labels, and industrial property for organizations and individuals producing and trading in the province. Prevent and strictly handle acts of infringement of rights to geographical indications, certification marks, trade names, incorrect packaging of goods, incorrect labeling of goods, violations of declarations, and false advertising in the areas under its management authority...

The Department of Culture, Sports and Tourism strengthens inspection and handling of violations in advertising business activities, focusing on advertisements related to individuals, artists, and celebrities who take advantage of their reputation to engage in false advertising, especially on social networks. The Department of Construction proactively coordinates with functional forces to strengthen inspection and strictly control roads, promptly detect and strictly handle acts of taking advantage of cargo and passenger transportation activities to smuggle, commit commercial fraud and counterfeit goods; transport and delivery of goods at bus stations to promptly detect and handle smuggled goods, counterfeit goods and commercial fraud. Coordinate with functional forces to inspect and handle construction material mines and construction material stores in complying with legal regulations on production and business conditions, price listing, selling at listed prices, invoices, documents, material origin, etc.

The Department of Justice proactively coordinates with departments, branches and sectors to review difficulties and problems regarding legal regulations in handling administrative violations related to the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights to promptly propose to competent authorities for amendments and supplements.

People's Committees of districts, towns and cities shall strengthen the direction and coordination in the implementation of inspection, control, prevention and timely handling of violations. Innovate and improve the propaganda and dissemination of laws so that people do not participate in or assist in smuggling, illegal transportation of goods and production and trade of counterfeit goods...

The Provincial Vietnam Fatherland Front Committee directed the Front units to coordinate with agencies, localities and people to build a mass movement in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement. Coordinate with functional forces to integrate contents on fighting smuggling, trade fraud, counterfeit goods, and intellectual property infringement into the campaign "All people unite to build new rural areas and civilized urban areas"...

The implementation period for the implementation of Official Dispatch No. 65/CD-TTg of the Prime Minister is from the effective date of the decision to establish the provincial working group until June 15, 2025. For Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation, it is implemented throughout.
