Overcoming bottlenecks, speeding up disbursement of public investment capital

Since the beginning of the year, the province’s public investment disbursement has continued to face many challenges, affecting the progress of key projects and local socio-economic development goals. To overcome this situation, the entire political system of the province is working together to remove obstacles and speed up the disbursement progress.

Many exist long

According to statistics from the Provincial People's Committee, by mid-May, the province currently has 10 agencies, units and localities with a disbursement rate of public investment capital higher than the provincial average; 6 agencies, units and localities have a disbursement rate lower than the average; 8 agencies, units and localities have not yet disbursed. The implementation of the public investment plan still has some long-standing problems and limitations.

Phu Yen Economic Zone Management Board is one of the units that are investing in many key projects of the province. Up to now, the unit has disbursed about 7.8 billion VND, reaching 2.58% of the assigned capital plan, lower than the general level of the province. According to comrade Huynh Lu Tan, member of the Provincial Party Standing Committee, Head of Phu Yen Economic Zone Management Board, the main reason for the low disbursement is due to the slow compensation and site clearance of some projects; especially some large projects, projects with large investment capital. Typically, the project of the traffic route from Bai Goc port (Nam Phu Yen Economic Zone) connecting National Highway 1 to Van Phong Economic Zone ( Khanh Hoa province), the technical infrastructure project of the southern residential area in the new urban area of ​​​​Nam Tuy Hoa city... The Management Board has proposed that the Provincial People's Committee pay attention and continue to direct localities to urgently complete the compensation and handover of all project sites.

The source of filling materials is also a difficult issue for many investors and construction units. The supply of materials in some localities is lacking, and they have to be transported from other localities, causing costs to increase and affecting construction progress. Some contractors participate in bidding and win many projects at the same time but have not focused on implementing construction according to the signed schedule, and have spread out the construction, affecting the progress of project implementation. Investors have not really paid attention to the settlement of completed projects, affecting the allocation and disbursement of capital to pay for the completed volume of the project. In addition, the source of land use fees collected by the provincial management block is still difficult, not guaranteed according to plan.

In a recent meeting of the Provincial People's Committee, Comrade Le Tan Ho, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, stated: In addition to objective causes affecting the progress of public investment disbursement, there are still subjective causes from the lack of coordination between some agencies, localities and investors in the process of performing tasks. Some agencies have not been proactive in guiding the resolution of difficulties and obstacles in project implementation, thus affecting the progress of public investment disbursement.

Urgently remove obstacles

Tuy Hoa City is implementing about 70 projects related to site clearance. Mr. Cao Dinh Huy, Chairman of Tuy Hoa City People's Committee said: Along with the arrangement of the new administrative apparatus, the city is determined to ensure site clearance. With a large volume of site clearance, the city has proactively arranged and implemented related procedures, prioritizing large and urgent projects according to the direction of the province as well as ensuring the committed progress for the remaining projects.

In Tuy An district, after merging the Construction Investment Project Management Board and the Land Fund Development Center into the District Construction Investment and Land Fund Development Board, the locality has been consistent in directing the implementation of professional work, focusing most of the human resources on site clearance work, so the workload is smoother than before. Every month, the district holds meetings to listen to reports from localities, and the commune level holds weekly meetings. District leaders directly go to the field to direct, remove obstacles and register to work with specialized agencies at the department level for cases beyond their authority.

As of May 16, the province's public investment disbursement rate was VND987 billion (reaching 17.01% of the provincial capital plan, reaching 19.15% of the central plan). Of which, the disbursement of the 2025 capital plan was VND617 billion, reaching 12.23% of the provincial capital plan, reaching 12.94% of the central plan; the disbursement of the 2024 capital plan extended to 2025 was VND370 billion, reaching 49.02% of the extended capital plan.

Meanwhile, according to Mr. Nguyen Thai Hoa, Deputy Director in charge of the Department of Agriculture and Environment, the province currently has about 2 million m3 of construction materials, enough to meet the needs of the projects. The Department of Agriculture and Environment has also advised the Provincial People's Committee to designate material mines for each project according to the granted license. This year, the whole province will have 16 mines exploiting minerals such as soil, stone, and sand in operation. Regarding the issue of land use fee revenue shortage, the land price list has been adjusted and submitted to the Provincial People's Committee. It is expected that in June, 6 land plots will be put up for auction and many investors have shown interest and researched. Regarding compensation and site clearance, with the responsibility of the industry, the department has made efforts with the locality to study regulations to find solutions to resolve the problems. Since the beginning of the year, the Department of Agriculture and Environment has issued 30 guidance documents for about 60 cases in localities such as Tuy An district, Dong Hoa town...

Highlighting the role of leaders

Promoting the allocation and disbursement of public investment capital is both urgent and strategic and is a key task to contribute to promoting growth, stabilizing the macro -economy , ensuring major balances of the economy, and contributing to the successful implementation of the goals and targets of the socio-economic development plan for 2025.

Prime Minister Pham Minh Chinh requested to promote the role and responsibility of leaders to promote public investment disbursement to reach 100% of the plan, considering the results of public investment disbursement as an important basis for assessing the level of task completion; at the same time, build a database to measure public investment disbursement. "In the process of arranging and organizing the apparatus, ministries, branches and localities should proactively adjust capital plans and legal documents in accordance with changes in administrative boundaries and decentralization, decentralization, avoiding congestion when changing capital recipients, contracting entities, investment decisions...", the Prime Minister noted.

In Phu Yen, the Provincial Party Committee, People's Council and People's Committee have continuously issued urgent instructions and plans to accelerate the disbursement of public investment capital. Recently, the Chairman of the Provincial People's Committee issued an official dispatch requesting agencies and units to thoroughly grasp and clearly identify the task of promoting the disbursement of the public investment capital plan in 2025 as one of the top key political tasks, which needs to be prioritized in leadership, direction and implementation at all levels, sectors and localities of the province; heads of localities and units are fully responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the results of the allocation and disbursement of public investment capital in 2025. Heads of agencies and units must promote responsibility, closely monitor, be specific, grasp the situation, clearly identify the difficulties and causes of slow disbursement of each specific project to directly direct timely solutions according to their authority. At the same time, strengthen discipline and order, and strictly handle organizations and individuals who intentionally delay the progress of allocating and disbursing public investment capital according to regulations.
