Accordingly, on May 20, 2025, at the Government Headquarters, Deputy Prime Minister Mai Van Chinh chaired a meeting to listen to a report on the implementation of the draft Decree regulating decentralization and division of authority in the fields of culture, sports and tourism when organizing local governments at 02 (two) levels.
Attending the meeting were Minister of Culture, Sports and Tourism Nguyen Van Hung; leaders of the Ministries of Culture, Sports and Tourism; National Defense; Foreign Affairs; Justice; representatives of the Ministries of Public Security, Construction, Home Affairs, Government Office and members of the working group assisting the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017.
Deputy Prime Minister Mai Van Chinh worked with the Ministry of Culture, Sports and Tourism to review and develop a decree on decentralization and delegation of power on May 20.
After listening to the Ministry of Culture, Sports and Tourism report on the overall review of specialized laws, ordinances, resolutions, decrees, decisions of the Prime Minister, circulars by sector and field to propose decentralization, delegation and division of authority of local governments according to the 2-level local government organization model, and the speeches of delegates attending the meeting, Deputy Prime Minister Mai Van Chinh concluded as follows:
Acknowledging and appreciating the proactiveness and positivity of the Ministry of Culture, Sports and Tourism in implementing the policies and directions of the Politburo and the Prime Minister on reviewing tasks on decentralization and assignment of authority in the fields of culture, sports and tourism; the positive contributions of members of the working group assisting the Government Steering Committee in summarizing the implementation of Resolution No. 18-NQ/TW.
The policy of continuing to innovate the organization and operation of two-level local governments, strengthening decentralization, delegation of power, and giving proactive power to the grassroots level is a major policy of the Party and State, which the Politburo, the Central Executive Committee, and directly General Secretary To Lam pay close attention and direction to.
To ensure unified state management and at the same time promote the local spirit of dynamism and creativity in state management in the fields of culture, sports and tourism, it is recommended that the Ministry of Culture, Sports and Tourism and relevant ministries and agencies thoroughly grasp the direction of the Politburo and the Prime Minister in the process of reviewing, evaluating and determining the contents of decentralization and delegation of power.
Decentralization and delegation of power must ensure the following requirements: Clear, synchronous, consistent with the 2-level local government organization model, avoiding overlapping and omission of tasks, ensuring effectiveness and efficiency of state management; Creating new motivation for localities, delegating initiative to grassroots levels in implementing cultural, sports and tourism activities; Ensuring consistency and continuity from the central to local levels; People and communities are the center in enjoying, managing and developing culture, sports and tourism in localities.
Issues requiring special attention: Ensuring the effectiveness of state management; avoiding omission of tasks; Clearly defining the mechanism for inspection, supervision, summary and evaluation of the effectiveness of decentralization implementation; Encouraging socialization models, local initiatives, public-private partnerships in organizing cultural, sports and tourism activities.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries and agencies to review, synthesize, and continue to absorb reasonable opinions at the meeting; take full responsibility for the accuracy of the review contents; ensure that the decentralization is complete, clear, without omissions, and feasible; promptly include these contents in the 02 Decrees assigned by the Government.
During the review process, thoroughly grasp the direction of the Politburo and the Prime Minister in the process of reviewing, evaluating, and determining the contents of decentralization and delegation of power to continue to innovate the organization and operation of the two-level local government, strengthen decentralization and delegation of power, and give proactive power to the grassroots level.
On that basis, carefully review and promptly complete the draft Decrees according to the guidance of the Ministry of Justice and in accordance with the requirements on delivery progress in Plan No. 447/KH-CP dated May 17, 2025 of the Government; report to the Prime Minister before May 23, 2025.
The Ministries of Justice; Home Affairs; Finance; Public Security; National Defense; Education and Training; Construction urgently give specific written opinions on the content of the report of the Ministry of Culture, Sports and Tourism and priority and urgent issues within the scope of state management of culture, sports and tourism reported at the meeting, in which, clearly affirm the suitability for the contents prescribed on decentralization and delegation of powers to the functions and tasks of local authorities at 02 levels to send to the Ministry of Culture, Sports and Tourism for further reception and completion on May 23, 2025.
The Ministry of Justice and the Ministry of Home Affairs urgently guide the Ministry of Culture, Sports and Tourism to carry out the procedures for drafting assigned decrees, ensuring consistency and uniformity in the legal system, in accordance with regulations on decentralization, delegation of power, and division of authority according to the 2-level local government model (especially after the promulgation of the revised Law on Organization of Local Government).
