Provincial People's Committee leaders inspect the implementation of industrial parks and clusters in Huu Lung district - Lang Son Newspaper and Radio and Television Station

- On May 22, a working delegation of the Provincial People's Committee led by Mr. Doan Thanh Son, Vice Chairman of the Provincial People's Committee, inspected the implementation of industrial park and cluster projects in Huu Lung district.

According to the report, in Huu Lung district, there are 3 investment projects to build industrial parks and clusters being implemented, including: VSIP Lang Son industrial park infrastructure investment and business project, with a scale of nearly 600 hectares; Ho Son 1 industrial cluster, with an area of ​​73.76 hectares; Hoa Son 1 industrial cluster, with an area of ​​74.9 hectares.

By the end of May 2025, the People's Committee of Huu Lung district had focused on effectively implementing the site clearance of projects. Specifically, the VSIP Lang Son Industrial Park infrastructure investment and business project had completed the first phase of site clearance with an area of ​​200 hectares; Hoa Son 1 Industrial Cluster had cleared 55/74.9 hectares; Ho Son 1 Industrial Cluster had completed site clearance with 73.76 hectares.

Regarding construction and installation, the VSIP Lang Son industrial park project is leveling the ground on the area that has been allocated land and granted a construction permit by the Provincial People's Committee; the investor has disbursed construction and site clearance by the end of May 2025, which is nearly 662 billion VND. For the Hoa Son 1 and Ho Son 1 industrial cluster projects, investors are also actively completing procedures for construction and construction of site clearance and drainage systems. In particular, the investor has completed leveling the ground to the design level of 40 hectares in the Ho Son 1 industrial cluster; the Hoa Son 1 industrial cluster project is completing construction permit procedures and environmental impact assessment reporting procedures; the two investors have disbursed more than 200 billion VND for site clearance and construction.

At the inspection, representatives of investors, Huu Lung District People's Committee and departments and branches focused on discussing the recommendations of investors such as: site clearance; granting land use right certificates to investors; locally adjusting the planning to attract secondary investors; speeding up the granting of construction permits for items and component projects in projects; expanding existing traffic routes to improve traffic capacity connecting with industrial parks and clusters in the district; supporting investors in carrying out procedures for environmental impact assessment reports...

Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, delivered a concluding speech at the inspection session.

In his concluding remarks at the inspection, the Vice Chairman of the Provincial People's Committee acknowledged that the departments, branches, the People's Committee of Huu Lung district, and investors have actively participated in implementing projects such as site clearance and construction at the site. However, the progress of implementation according to the granted investment certificate has not met the requirements, the reason being that the implementation procedures are still slow, and the resettlement preparation steps have not been one step ahead.

Regarding the tasks in the coming time, he requested the investor of Hoa Son 1 Industrial Park to promptly send the environmental impact assessment report to the provincial specialized department to complete the procedures according to regulations. For Ho Son 1 Industrial Park, the Department of Construction will urgently speed up the appraisal of the construction permit dossiers for the project items so that the investor can implement the construction of essential infrastructure; and coordinate with relevant departments to support the investor in the procedures for adjusting the investment approval policy and the construction investment feasibility study report.

For the VSIP industrial park project, the People's Committee of Huu Lung district is focusing on speeding up the site clearance progress for the remaining locations to promote the construction of technical infrastructure items. Regarding the proposal to adjust the planning of VSIP industrial park, he requested the investor to promptly send a document to the Department of Construction for guidance on organizing the adjustment according to regulations.
