- On the morning of May 22, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee chaired a working session with the Viet Bac Mining Industry Corporation TKV-CTCP (Corporation) to discuss issues related to the implementation of site clearance compensation and land lease for the Na Duong coal mine expansion and capacity increase investment project.
According to the report at the meeting, Na Duong Coal Mine (now Na Duong Coal Company - VVMI - Branch of Viet Bac Mining Industry Corporation TKV - JSC) was previously established under Decision No. 104/BCN/KH4 dated January 10, 1959 of the Ministry of Industry, officially put into production on March 21, 1959. Currently, the unit is exploiting under the project "Open-pit mining of Na Duong coal mine" with a capacity of 512,700 tons of coal/year, total land use demand is 1,024.08 hectares.
Regarding the implementation of the Na Duong Coal Mine Expansion and Capacity Increase Investment Project, the project has a total area of 1,494.41 hectares, the project inherits the entire area of the Na Duong Coal Mine Open-pit Mining Project with an area of 1,024.08 hectares, an additional area of 470.33 hectares. The project has a land use demand and scale until 2058 of 1,601.09 hectares. Since the project began operating, the cleared area is 722.08 hectares, the uncleared area of the project is 772.33 hectares. Comparing the adjustment of the land use planning to 2030 of Loc Binh district, the total land use target of the project allocated in the period 2021-2030 is 447.87 hectares.
To implement the project, the Corporation proposed that the Provincial People's Committee create favorable conditions for Na Duong Coal Company to complete the procedures for signing a land lease contract for an area of 200.32 hectares (under the compensation and site clearance plan for phase 1), and at the same time support the company in implementing compensation and site clearance for the remaining area in 2025; approve the adjustment of the investment policy and consider allowing the continued implementation of compensation and site clearance for items so that Na Duong Coal Company will soon have an area for production.
At the meeting, delegates focused on discussing and clarifying a number of issues related to the progress of implementation as well as compensation and site clearance for the Na Duong Coal Mine Expansion and Capacity Increase Investment Project. At the same time, solutions were proposed to remove obstacles in project implementation.
Speaking at the conclusion of the working session, the Vice Chairman of the Provincial People's Committee requested that, regarding the proposal of The Corporation is involved in a land lease contract with an area of 200.32 hectares. The Department of Agriculture and Environment and the People's Committee of Loc Binh district will review the land plots, carry out procedures according to regulations in May 2025 and advise the Provincial People's Committee to issue decisions on land allocation and land lease.
Regarding the adjustment of the project investment policy, the Vice Chairman of the Provincial People's Committee requested the Department of Finance to guide and unify the contents with relevant parties to make adjustments to ensure compliance with the actual production conditions of Na Duong Coal Company as well as other regulations and complete in June 2025.
