In the morning session, the National Assembly discussed in groups the additional assessment of the results of the implementation of the socio-economic development plan and the State budget in 2024; the implementation of the socio-economic development plan and the State budget in the first months of 2025; Approval of the State budget settlement in 2023; The supplement of the regular expenditure budget (foreign non-refundable aid) in 2025; The transition to applying a number of specific mechanisms and policies that have been permitted by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and the State; The practice of thrift and anti-waste in 2024; Results of the implementation of the national goal on gender equality in 2024.

In the afternoon session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the public-private partnership model; Law on Customs; Law on Export Tax and Import Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets.

After that, the Minister of Finance spoke to explain and clarify a number of issues raised by National Assembly delegates.

Previously, in the morning session on May 22, the National Assembly listened to the Minister of Education and Training, authorized by the Prime Minister, present the Draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old. The Chairman of the National Assembly's Committee on Culture and Social Affairs presented the Report on the examination of the Draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old.

Next, the Minister of Education and Training, authorized by the Prime Minister, presented the Draft Resolution of the National Assembly on tuition exemption and support for preschool children, high school students, and students of general education programs at educational institutions in the national education system. On the afternoon of May 22, the National Assembly discussed in groups the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system; the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old; the draft Resolution of the National Assembly on extending the exemption period for agricultural land use tax as prescribed in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by a number of articles according to Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14.
