Recently, in Ma Ba commune, the work of building new houses and repairing houses for households has been taking place in an urgent but warm and affectionate atmosphere. Every day, the whole village is bustling with the sound of trucks carrying construction materials, the sound of mixing cement, making bricks... mixed with the laughter of the people, as if breathing new life into the houses that are gradually being completed. There are no more scenes of thatched houses with mud walls and torn corrugated iron roofs, instead, there are solid and neat houses on every street, opening up new hope for the poor, the lonely, and policy households here.
The family of Mr. Hau The Vinh, in Rang Khoen hamlet, is one of the poor households in Ma Ba commune that received support for the project on land use and social security. Mr. Vinh shared: My family has been living in a dilapidated house for many years, not ensuring safety, but life is difficult so we have never dared to think about having a solid house. Receiving 60 million VND from the support of the Ministry of Public Security , I boldly completed the procedures to borrow 40 million VND from the Social Policy Bank, along with the money my family saved to build a new spacious house with a total area of 120 m². During the construction process, relatives and neighbors helped, so the costs were greatly reduced. From now on, my family can live in peace, my children have a stable place to study, and no longer have to worry about heavy rain and strong winds.
Ma Ba Commune Party Secretary Hoang Van Viet said: In 2025, the commune was assigned to eliminate 117 temporary and non-residential houses, however, after review, 3 households were no longer eligible for support from the project, so the actual implementation was 114 houses. Up to now, the commune has implemented 73 houses, of which 30 were completed and 43 are under construction. Currently, the commune still has 44 houses that have not been constructed, but 14 households have requested to withdraw from the project; 26 houses are expected to start construction before May 19, 2025, and 4 houses are expected to start construction after May 19, 2025. The commune is actively calling for the cooperation of organizations, individuals and higher-level authorities to ensure sufficient funding and construction materials, helping households soon have stable housing, thereby improving their lives.
In 2025, Ha Quang district was assigned 57 billion 832 million VND to eliminate 1,108 temporary houses and NDN (1 billion 792 million VND from 2024 to eliminate 49 temporary houses and NDN). The assigned target for 2025 alone is more than 56 billion VND to eliminate 1,059 temporary houses and NDN (central budget 15 billion 660 million VND, local budget 2 billion 396 million VND, 5% savings source is 5 billion 580 million VND, social mobilization source and source of the Ministry of Public Security 32 billion 404 million VND). Beneficiaries under the National Target Program for Sustainable Poverty Reduction: 443 houses; 594 houses under the XNT, NDN Program (arising outside the project); 19 houses outside the national target program; people with meritorious services to the revolution, relatives of martyrs: 3 houses.
The work of mobilizing social resources has been carried out in many forms such as: issuing open letters to propagate and mobilize; organizing meetings between district leaders and outstanding children of the homeland, organizations, individuals... mobilizing more than 660 million VND. As of May 5, 2025, the whole district has implemented 627/1,108 houses, reaching 56.59% of the plan. Of which, 223 houses were completed (164 new houses, 59 houses were repaired); 404 houses are under construction (311 new houses, 93 houses were repaired). In 2025 alone, 202 houses were completed, 399 houses are under construction. Disbursement of more than 1 billion VND was implemented for 18 houses; the counterpart fund of households is 5,947 million VND; support for contributions of 1,031 working days. Currently, the district has allocated a budget to save 5% of the State budget, 5 billion 580 million VND. Regarding the central budget, local budget and support from the Ministry of Public Security, the district is preparing documents to decide on the allocation of support capital targets for communes and towns to deploy and implement.
As a poor district with 16/21 communes and towns having particularly difficult socio -economic conditions, the implementation process still encountered some difficulties related to land issues; many households with particularly difficult circumstances do not have counterpart funds; transportation is not convenient for transporting construction materials; lack of labor force... Meanwhile, the district's social mobilization funding source is not guaranteed to support families according to approved targets, directly affecting the progress of program implementation. Currently, the district still has 481 houses that have not been constructed. After review, 152 households are expected to withdraw from the project list, the actual number of houses that need to be implemented is 329 (249 new houses, 80 houses repaired); Of which, 259 houses are expected to start construction before May 19, 2025, and 70 houses are expected to start construction after May 19, 2025.
Standing Deputy Secretary of Ha Quang District Party Committee Be Van Buu said: To ensure the completion of the program as committed to the province, the district has directed members of the Steering Committee at the district and commune levels to focus on drastic implementation, regularly update progress reports on a weekly, monthly and quarterly basis and promptly issue documents directing and guiding the resolution of issues arising during the implementation process. Assign specific tasks to each sector, unit and locality according to each specific type of capital source; require creative, drastic ways of working that are close to the actual situation for each area under their responsibility; directly direct, inspect and supervise the construction and repair of houses to ensure quality and progress in completing the set goals. Special priority is given to helping households belonging to policy families, with single elderly people, with disabled people, and lacking labor force.
For poor households with difficulties in counterpart funding, mass organizations coordinate with the District Social Policy Bank Transaction Office to create conditions for families to borrow preferential loans or access financial support for XNT and NDN. For 70 households expected to start construction after May 19, 2025, the district continues to direct and encourage families to consider and speed up the construction start time, in order to ensure the completion of XNT and NDN in the district before September 30, 2025.
