Accordingly, the People's Committee of Thu Duc City, districts and towns shall base on the number of commune-level administrative units to develop a plan to rename neighborhoods and hamlets and report to the Standing Committee of the District Party Committee, District Party Committee, and Standing Committee of the People's Council for opinions (for Thu Duc City and 5 districts). Then, complete the plan to rename neighborhoods and hamlets; prepare a report to the People's Committee of Ho Chi Minh City (through the Department of Home Affairs).
Localities organize to collect opinions from voters representing households residing in the neighborhoods and hamlets directly affected by the arrangement of commune-level administrative units regarding the overall plan to rename neighborhoods and hamlets.
Documents for collecting opinions must be posted on the electronic information portal or the local electronic information page. At the same time, they must be posted at the headquarters of the People's Committee of the relevant commune level, community activity points and must be disseminated to the neighborhood, hamlet, and people in the neighborhood and hamlet during the time of organizing the collection of voters' opinions.
The People's Committees at district and commune levels decide on the form, order, procedures, and time limit for collecting opinions in accordance with reality, ensuring progress according to the Project on rearranging administrative units at commune level of Ho Chi Minh City.
Localities can collect public opinions through distributing opinion polls to households; conferences for exchange and dialogue between the People's Committee at the commune level and the people; organizing community meetings; through electronic information portals and websites of local authorities at the commune level...
In particular, the form of distributing ballots to collect opinions is widely implemented for the arrangement of administrative units, neighborhoods, and hamlets. Voter opinions are collected by each neighborhood, hamlet, or inter-neighborhood, hamlet depending on local conditions.
The Department of Home Affairs requested the People's Committee of Thu Duc City, districts and towns to take the lead in implementing the overall plan to rename neighborhoods and hamlets according to the list of 102 wards and communes, and to complete the process of recognizing the renaming of neighborhoods and hamlets before May 30.
In March 2024, the People's Council of Ho Chi Minh City passed a resolution to separate, merge, establish, and rename neighborhoods and hamlets in the area. Accordingly, Ho Chi Minh City will have 4,861 neighborhoods and hamlets; each neighborhood will have at least 500 households, and each hamlet will have at least 350 households.
In April 2025, the People's Council of Ho Chi Minh City passed a resolution approving the policy of rearranging administrative units and building a two-level local government. Accordingly, Ho Chi Minh City will rearrange 273 wards, communes, and towns into 102 wards and communes.
