- How do you evaluate the results of Hanoi's SIPAS Index in 2024?
- Hanoi's SIPAS index has made significant progress, increasing 10 places compared to the previous year, especially compared to the first years of the 2020-2025 term.
Achieving this result in a large urban area like Hanoi is a challenging and not simple process. Notably, from 2022, the SIPAS survey will expand the scope of 9 policy groups (health,education , social security, security and order, etc.), collecting opinions on people's feelings about areas of social life, not just those who go through administrative procedures, requires higher and more difficult requirements.
With the concerted efforts of the entire political system and the proactive and active advice of the Department of Home Affairs - the standing agency, in 2024, Hanoi transformed those difficulties and challenges into remarkable results. - The 2024 SIPAS results of Hanoi city show that the component index group on policy formulation and implementation reached 86.51% (up 3.05%), up 12 places compared to 2023, ranked 9th/63 provinces and cities; the component index group on public administrative service provision reached 86.49% (up 2.77%), up 8 places compared to 2023, ranked 13th/63 provinces and cities.
The existing and limited contents of 2023 will all be improved in 2024. "Access to services" and "Civil servants directly handling work" have the least improvement in the component index "Providing public administrative services".
Despite strong progress, Hanoi needs to continue to be more proactive and creative in its approach, especially promoting the role of the people in monitoring and accompanying the city government's activities, with people at the center.
Based on the results of the SIPAS Index in 2024, Hanoi determined to continue to improve and enhance the SIPAS Index in 2025 and the following years. In April 2025, the Department of Home Affairs held a meeting and discussed with relevant departments, branches and units to assess, analyze and propose solutions to the city to maintain, improve and enhance the PAR INDEX, SIPAS Index, and PAPI Index in 2025.

- The two-level local government model has the advantage of reducing intermediate levels, increasing the authority and responsibility of the commune level, so the time to resolve work will be faster; duplicated work due to multiple steps and multiple levels will be less; human resources according to the direction of the Central Government are allowed to remain the same for now, with a roadmap to gradually reduce within 5 years, so cadres and civil servants will not be under too much pressure from work in the initial transition period.
Hanoi City will also pay attention to ensuring human resources appropriate to the scale, nature and workload of the units; requiring the units to develop internal processes that clearly state the results, time and responsibilities of each individual.
