Conference on financial guidance of Vietnam Farmers Support Fund

Representatives of the Ministry of Finance answered questions from Farmers Support Funds at provincial and municipal levels.

Accordingly, the Conference disseminated and popularized the contents of Circular No. 92/2021/TT-BTC dated December 31, 2024 on guiding a number of articles of Decree No. 37/2023/ND-CP dated June 24, 2023 on the establishment, organization and operation of the Farmers' Support Fund. At the same time, implemented Circular No. 90/10/2021 dated October 13, 2021 of the Ministry of Finance on accounting guidance applicable to the State Financial Fund outside the budget.

These are two very important contents, guiding the establishment, organization, operation and management of Farmer Support Funds in accordance with state regulations.

It is known that the Ministry of Finance is very interested, closely follows, helps and supports the Central Farmers Support Fund and Funds at all levels in the process of operation. In particular, it advises the Government to issue Decree No. 37/2023/ND-CP dated June 24, 2023 on the establishment, organization and operation of the Farmers Support Fund. The issuance of the Decree aims to create a legal framework to perfect the organization and standardize the operating model of the Farmers Support Funds that have been established and are operating effectively.

In the current context, the implementation of Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee on merging provincial-level administrative units, not organizing district-level, merging commune-level and building a 2-level local government organization model; arranging socio -political organizations and mass organizations assigned by the Party and State into the Vietnam Fatherland Front, this is a change that has a great impact on the Farmers' Support Fund at all levels, especially the district-level Fund.

The Central Farmers' Support Fund has advised the Central Executive Committee of the Association to issue a document directing the Farmers' Support Funds of provinces and cities to advise local Party committees and authorities to transfer the district-level Fund's capital to the provincial level for management and focus on directing the district-level Farmers' Support Fund to review assets, capital sources... to prepare for the handover.

Representatives of Farmers' Associations of 63 provinces and cities attended the Conference.

During the Conference, many opinions pointed out the difficulties as well as the advantages arising from reality, and proposed solutions to continue improving the effectiveness of the Farmers Support Fund in the current period as well as in the future.

For Lam Dong, the Farmers Support Fund is currently operating effectively, the Farmers Support Fund of the whole province is managing over 77.1 billion VND. The Provincial Farmers' Association manages 78 projects with an amount of 32.755 billion VND/816 borrowers; of which, from the Central capital source, 25 projects with an amount of 15 billion VND/344 borrowers, from the Farmers Support Fund with the province, 53 projects with an amount of 17.755 billion VND/472 borrowers. The rest, the District Fund is implementing loans for farmers according to the household group economic model.
