Rectifying the consultation to resolve difficulties and problems in non-budgetary investment projects

(LĐ online) - Chairman of Lam Dong Provincial People's Committee Tran Hong Thai has just signed a document requesting relevant departments, branches, and interdisciplinary inspection teams to rectify the work of consulting, resolving, and removing difficulties and obstacles in non-budgetary investment projects in the province.

According to the Provincial People's Committee, through review, by the end of 2024, there were 203 projects in the province that were being implemented and had completed the investment progress as prescribed but had not yet been completed and put into operation. In that situation, the Provincial People's Committee issued Decision No. 259 dated February 13 on the establishment of 7 interdisciplinary inspection teams headed by leaders of departments and branches to inspect and review 155/203 projects; the remaining projects were assigned to the Department of Finance and related departments and branches to preside over inspection and review according to regulations.

Up to now, the Department of Finance and the interdisciplinary inspection teams have made efforts to complete the inspection and review of 203 slow-progress projects; of which, 60 projects have been resolved by the Provincial People's Committee, 108 projects are being considered and resolved by the Provincial People's Committee, 7 projects are under the jurisdiction of the Provincial Industrial Park Management Board, 8 projects are being assigned to the Provincial Inspectorate and related departments and branches to resolve according to administrative procedures. Thereby, basically completing phase 1 of inspection, review, consulting on resolution, and removing difficulties and obstacles for 203 slow-progress projects in the province.

However, in addition to the above achievements, the organization of inspection, review, and consultation on solutions to slow-progress projects by interdisciplinary inspection teams and related departments and branches still has many limitations. Most of the heads of interdisciplinary teams do not preside over the organization of inspection and review teams for projects but delegate or assign the implementation to the department level, leading to low-quality inspection results, many general and inaccurate comments. Many projects have not carefully assessed the objective and subjective causes of slow progress, and have not clarified the role and responsibility of investors in the slow implementation of projects. Many projects have abused the assessment of the cause of slow progress due to the Covid-19 pandemic, even though the slow progress period was not during the pandemic or had been extended many times before the pandemic ...

In order to promptly rectify and overcome the above limitations and urgently complete the resolution and removal of difficulties and obstacles for non-budgetary investment projects in the province (phase 2), the Provincial People's Committee requests relevant departments, branches and heads of interdisciplinary delegations to seriously rectify the limitations in inspection, review, and advise the Provincial People's Committee to resolve the 203 projects that are behind schedule mentioned above.

At the same time, enhance the role and responsibility in coordinating, monitoring, supervising, and urging the progress of non-budgetary investment projects in the province in the coming time; promptly remove difficulties and obstacles or advise competent authorities to remove difficulties and obstacles of investors according to regulations; be responsible to the Provincial People's Committee for inspection to ensure honesty and reality.

For project dossiers assigned by the Provincial People's Committee for review , the Department of Finance shall preside over and coordinate with interdisciplinary delegations and relevant departments, branches and localities to urgently inspect and review the project; in which, evaluate and carefully analyze the project implementation status, including: Completed and uncompleted investment preparation procedures (planning, land, construction, environment, forest, etc.); implemented and unimplemented items, clearly stating the percentage of project implementation results compared to the Investment Certificate/Investment Policy Decision (objectives, scale, capacity, progress, etc.).

After completing the inspection and review of the above projects (including projects that have not yet been consulted by the Provincial People's Committee), the Director of the Department of Finance shall directly sign and stamp the report file to submit to the Provincial People's Committee; complete the entire review and consult the Provincial People's Committee no later than June 15.
