According to the report at the conference, the total public investment capital plan for 2025 for national target programs in Duc Trong district is 50,107 billion VND. The disbursement result reached 16,822 billion VND, equivalent to 33.57% of the assigned plan. Specifically, the central budget disbursed 8,343 billion VND (45.3%); the provincial budget disbursed 7,259 billion VND (35.1%); the district budget disbursed 1,220 billion VND (11.6%).
For each program, the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas achieved 53.5% of the plan (3,069 million VND); the National Target Program for New Rural Development achieved 31% of the plan (13,753 billion VND).
The disbursement of public capital is facing many major challenges, especially with capital sources transferred from the previous year: National target program for socio-economic development in ethnic minority and mountainous areas (transferred capital): Plan of 18,319 billion VND but only 242 million VND has been disbursed (reaching 1%); National target program for sustainable poverty reduction (transferred capital): Plan of 9,168 million VND but not yet disbursed (0%); National target program for new rural construction (transferred capital): Plan of 6,459 billion VND but only 300 million VND has been disbursed (reaching 4.6%); National target program for new rural construction (2025 capital): Plan of 7,541 billion VND, disbursed 454 million VND (reaching 6%).
Notably, many investors such as Hiep Thanh Commune People's Committee, Lien Nghia Town People's Committee, Lien Hiep Commune People's Committee, N'Thon Ha Commune People's Committee, Binh Thanh Commune People's Committee, Phu Hoi Commune People's Committee, Tan Hoi Commune People's Committee, Tan Thanh Commune People's Committee, Ninh Gia Commune People's Committee, Ta Hine Commune People's Committee, Da Loan Commune People's Committee, Ta Nang Commune People's Committee and many specialized departments such as Health Department, Agriculture and Environment Department, Culture, Science and Information Department, Home Affairs Department, Vocational Education - Continuing Education Center, Agriculture Center, Culture, Information and Sports Center, Ethnic Minority Boarding Secondary School, Women's Union all have a disbursement rate of 0% for the assigned capital.

The meeting also pointed out a series of difficulties and obstacles that are hindering the disbursement progress: The national target program for socio-economic development in ethnic minority and mountainous areas lacks beneficiaries (Ta Hine commune proposed to pay the capital), low support levels, difficulties in integrating capital sources due to poor households having outstanding bank loans and difficulties in selecting breeding animals. Vocationaleducation projects face difficulties due to lack of subjects registering for vocational training or difficulties in criteria and conditions.
National target program for sustainable poverty reduction: Regulations on norms are still general, making it difficult for poor/near-poor households to respond, and main workers are reluctant to participate in vocational training classes.
National target program for new rural construction: Some projects linking production and product consumption have not been implemented due to lack of agreement with suppliers. There are no units/localities registered to participate in the programs to support collective economy and agricultural vocational training. The issue related to the temporary suspension of equipment procurement according to the document of the Provincial People's Committee is also causing confusion for some localities.

In the face of the above situation, the conference also proposed a number of specific solutions, such as: For public investment capital: Enhance the responsibility of investors in project management and operation, strengthen construction supervision and inspection, speed up acceptance and payment. At the same time, require units to develop detailed plans, strengthen discipline and order, and consider disbursement progress as a criterion for emulation and reward evaluation.
Regarding career capital: It is recommended that communes and towns strengthen propaganda and mobilize people to understand and proactively match funds for production development programs. Review and identify low-income workers to open vocational training classes, and organize supervision when production development projects are implemented. Regarding equipment procurement problems, it is affirmed that the document of the Provincial People's Committee does not affect the procurement of equipment in the list of national target programs...
