Administrative reform towards people's satisfaction

In order to continue promoting administrative reform (AR) in the period of 2021 - 2025, Lam Ha district has implemented many drastic and synchronous solutions in PAR work in a direction that is close to the actual conditions and situation of the locality. Thereby, it has enhanced the management and operation role of the government; increasingly better meeting the needs of organizations and citizens, creating a driving force to promote socio-economic development.

Mr. Nguyen Van Dau - Chairman of Lam Ha District People's Committee said: "Determining that administrative reform is a major program of the Party, the State and the province with special importance related to many fields to modernize the State administration, Lam Ha District People's Committee has gradually innovated the contents and forms of directing the implementation of the administrative reform program in accordance with the requirements and tasks set out. Propaganda work has been widely deployed on the radio system, publicly posted at the office about the overall administrative reform program, especially the reform of administrative procedures (TTHC) according to the one-stop, one-stop mechanism so that agencies, businesses and citizens in the area can grasp the process of handling administrative procedures, and at the same time monitor the implementation of administrative reform by officials and civil servants at People's Committees at all levels".

To effectively provide online public services, the District People's Committee annually directs agencies, units, and localities to coordinate with departments and branches to review administrative procedures that are eligible to provide online public services and report the review results to departments and branches to have a basis for providing online public services. Up to now, the district has provided 352 administrative procedures; of which 227 are at the district level and 125 are at the commune level.

In order to promote comprehensive, substantive and extensive digital transformation in the reception and settlement of administrative procedures, the District People's Committee has stepped up the digitization of records and results of administrative procedure settlement in accordance with regulations. Thereby, in 2022, the digitization rate will reach 37.1%, in 2023, the digitization rate will reach 78.8%, in 2024, the digitization rate will reach over 99.9%, and in the first quarter of 2025, the digitization rate will reach 100%.

From 2021 to the first quarter of 2025, the total number of records received and returned via the public postal service is 14,528 records; of which 5,731 records were received and 8,797 records were returned. The assessment of the quality of handling administrative procedures and the quality of service to people and businesses in the district is carried out quarterly; in which, for the district level, the province's assessment results for the district over the years are all ranked from good and above. Specifically, in 2021 it is ranked good; in 2022, 2023, 2024 it is ranked excellent.

From 2021 to the end of the first quarter of 2025, the district received 302,048 applications; thereby, 302,011 applications were resolved, 299,558 applications were resolved on time, 2,453 applications were resolved late, the on-time resolution rate reached 99.18%.

Lam Ha district has achieved certain results in the process of deploying, building and developing e-government and digital government. Open information and data of agencies and units are deployed and created on the district's electronic information page https://lamha.lamdong.gov.vn and the Lam Ha district Party Committee's electronic information page https://lamha.lamdong.dcs.vn. Currently, the rate of digitally signed documents at the district level is over 98%, at the commune level is over 90%. The online video conferencing system is invested and equipped at 3 district bridges and 16 commune and town bridges.

To build and develop a smart city, Lam Ha District People's Committee established and inaugurated the district's Intelligent Operation Center (IOC) on November 2, 2023, marking a new step in the process of building e-government and digital transformation of the district. The system regularly updates socio -economic indicators to synthesize, analyze, and evaluate information and data to help district leaders grasp the development situation of the district and serve the direction and administration work; connecting people with the government.

Surveillance camera system at the One-stop Department of communes and towns; a system of 11 high-altitude surveillance cameras has been invested and connected to the IOC Center to serve the monitoring, direction and operation work, helping the District People's Committee and communes and towns to enhance their capacity to manage and monitor urban order, mineral exploitation, encroachment on forest land, illegal construction, etc.

In addition to the achieved results, according to the People's Committee of Lam Ha district, the attention to implementing administrative reform work of some commune-level units still has certain limitations such as: not promptly implementing directive documents of superiors; the development of plans, reports, overcoming limitations through annual assessment of administrative reform index is not timely. Some targets have not been achieved according to the province's target set for 2025 such as the level of satisfaction of individuals and organizations with the service of state administrative agencies (the district achieved 84.62%); 50% of inspection activities of state management agencies are carried out through the digital environment and information systems of management agencies (the district achieved 20%)...

The results achieved in administrative reform in Lam Ha district in recent times have had a positive impact, creating important changes, changing the awareness of cadres, civil servants, agencies, enterprises and citizens in the process of administrative reform implementation, contributing to promoting the socio-economic development process; creating motivation for the government system in the district to be increasingly perfected, serving best for the interests of people and enterprises.
