On the afternoon of May 23, with the majority of National Assembly deputies in agreement, the National Assembly passed a Resolution on supplementing the state budget estimate for regular expenditures (foreign non-refundable aid capital) in 2025.

Resolution on supplementing the regular expenditure estimate of the state budget from foreign non-refundable aid in 2025. Specifically, supplementing the central budget revenue estimate in 2025 from foreign non-refundable aid capital of VND 4,327,121 billion and supplementing the regular expenditure estimate in 2025 from foreign non-refundable aid capital of VND 4,327,121 billion for ministries, central and local agencies as per Document No. 335/TTr-CP dated May 9, 2025 of the Government .

The Resolution also requires the Government to review and take responsibility for the accuracy of data and proposed content, ensure that the budget supplements for ministries, central and local agencies are completed in accordance with procedures, comply with standards, norms, spending regimes and conditions for budget supplements, and assign foreign aid capital estimates in accordance with legal regulations; ensure effectiveness and proper purposes, and prevent loss, waste and negativity.

The Resolution assigns the National Assembly Standing Committee, the Government, the Prime Minister , ministries, branches, central agencies, and local authorities at all levels, according to their assigned functions and tasks, to effectively organize the implementation of this Resolution.

The Standing Committee of the National Assembly, the Economic and Financial Committee, the Ethnic Council and other Committees of the National Assembly, the National Assembly delegations, National Assembly deputies, the Vietnam Fatherland Front and its member organizations, within the scope of their duties and powers, shall supervise the implementation of this Resolution. The State Audit, within the scope of its duties and powers, shall audit the implementation of this Resolution to ensure compliance with the provisions of law.
