Is it possible to buy gold with a credit card?

The draft decree amends and supplements the principles for managing gold trading activities to ensure stable and sustainable development of the gold market. The draft proposes that the use of credit cards or other payment methods funded by credit granting activities to pay for gold bullion purchases must comply with the law on credit granting activities. This decree is expected to take effect from July 1, 2026.

The draft amendment stipulates that payments for gold purchases and sales valued at 20 million VND or more per day must be made using non-cash payment methods. This regulation opens up more payment options compared to the current regulation which states "through the customer's payment account and the gold trading enterprise's payment account opened at commercial banks or branches of foreign banks." The draft also proposes that the use of credit cards or other payment methods funded by credit granting activities to pay for gold bullion purchases must comply with the law on credit granting activities.

The draft regulations stipulate that the production of gold bars and the trading of gold bars are conditional business activities and require a license from the State Bank of Vietnam for gold bar production and a license for trading gold bars. The buying and selling of raw gold by enterprises and commercial banks producing gold bars shall be carried out in accordance with the provisions of this Decree.

However, the production, processing, and trading of gold jewelry and handicrafts are not conditional investment and business activities.

Regarding the import and export of raw gold, the draft regulations stipulate that enterprises registered to operate in the production and processing of gold jewelry and handicrafts, and holding gold jewelry and handicraft processing contracts with foreign countries, may be considered by the State Bank of Vietnam for the issuance of a temporary import license for raw gold for re-export of finished products, provided that the temporary import of raw gold is consistent with the gold jewelry and handicraft processing contract with a foreign country. The temporarily imported raw gold may only be used to fulfill the processing contract and re-export the finished products in accordance with the law.

Annually, the State Bank of Vietnam (SBV) considers granting import licenses for raw gold to foreign-invested enterprises based on their production capacity, the fulfillment of processing contracts or export contracts for gold jewelry and handicrafts, and reports on the export of gold jewelry and handicrafts from the previous year, if any, provided they meet the conditions. Imported raw gold may only be used for the production and processing of gold jewelry and handicrafts for export under the contract that serves as the basis for the license; it may not be sold, transferred, or used for other purposes in the domestic market, except with the approval of the SBV as stipulated in this Decree.

The export and import of raw gold in the form of powder, solution, solder flakes, gold salts, wire, tubes, and semi-finished gold jewelry; gold used as raw material for the production of electronic components, electronic devices, medical devices, and medical instruments may only be used for the registered production purposes; it may not be used for the production or trading of gold bars, the production, processing, trading, or buying and selling of gold jewelry or handicrafts, or the buying and selling of raw gold in the domestic market, except as permitted in this Decree.
