According to the provisions of Resolution No. 69/2022/QH15 on the 2023 state budget estimate, from July 1, 2023, the basic salary for cadres, civil servants and public employees will be increased to VND 1,800,000/month (currently the basic salary is VND 1,490,000/month). This means that from July 1, 2023, the regional allowance level will also be adjusted to increase in accordance with the new basic salary level.
Pursuant to Joint Circular No. 11/2005/TTLT – BNV – BLDTBXH – BTC – UBND, the regional allowance coefficient and the regional allowance level will be adjusted to increase from July 1, 2023 as follows:
Also according to Joint Circular No. 11/2005/TTLT – BNV – BLDTBXH – BTC – UBND guiding the implementation of the regional allowance regime, there are 8 subjects eligible for increased regional allowances:
- Cadres, civil servants (including probationary civil servants), public employees, those in probationary or probationary periods and contract workers who have been paid according to the salary scale prescribed by the State, working in State agencies and State-owned enterprises established by decision of competent authorities.
- Full-time officials and civil servants in communes, wards and towns.
- Officials, civil servants and public employees on the state payroll and receiving salaries according to the salary scale prescribed by the State are sent to work at associations, non -governmental organizations, projects and international agencies and organizations in Vietnam.
- A person who does secret work in a secret organization.
- Officers, professional soldiers, non-commissioned officers, soldiers, workers in agencies and units of the People's Army and People's Police.
- People working in companies operating under the Law on State-owned Enterprises, the Development Support Fund and Vietnam Deposit Insurance.
- Retirees and people who quit their jobs due to loss of working capacity, work-related accidents, or occupational diseases receive monthly benefits in lieu of salary.
- War invalids and sick soldiers receive monthly allowances but are not salary earners or social insurance beneficiaries.
Factors determining regional allowance levels:
Natural geographical factors such as: Bad climate, expressed in harsh levels of temperature, humidity, altitude, air pressure, wind speed, etc. higher or lower than normal, affecting human health;
Remote, isolated (sparse population density, far from cultural, political , economic centers, far from the mainland...), poor roads, bridges, schools, medical facilities, commercial services, difficult travel, affecting people's material and spiritual life:
In addition, when determining regional allowances, special difficulties, borders, islands, and swamps may be considered.
Regional allowances are mainly determined according to the administrative boundaries of communes, wards and towns. State agencies, units and companies located in a commune shall receive the regional allowance of that commune. Some special cases located far from the population or bordering many communes shall be considered for determining separate regional allowances.
When the factors used to determine regional or commune allowances change (division, merger, new establishment, etc.), regional allowances are determined or adjusted accordingly.
How to calculate regional allowance: Regional allowance is determined and paid according to the workplace for those who are working; determined, calculated and paid according to the place of permanent residence and pension and allowance in lieu of salary for retirees and monthly allowance recipients according to regulations.
Regional allowances are paid with monthly salaries, allowances and benefits.
In case of business trip, study, treatment or nursing for a period of one month or more, the employee will receive regional allowance according to the regulations at the place of work, study, treatment or nursing from the date of arrival at the new place; if the new place does not have regional allowance, the employee will no longer receive the regional allowance at the previous place.
