Understanding the regulations on registration fees helps car buyers avoid unexpected surprises during the process of transferring ownership. This article will clarify the current regulations on registration fees for cars and motorbikes according to the latest legal documents.

1. Registration fee level when transferring ownership of a car
According to Article 7 of Decree 140/2016/ND-CP, the registration fee for cars, trailers or semi-trailers pulled by cars is 2%. For passenger cars with 9 seats or less, when changing ownership (second time or more), the registration fee is 2%, and this rate is applied uniformly nationwide.
The tax authority will determine this tax rate based on the type of vehicle listed in the Certificate of Technical Safety and Environmental Protection issued by the Vietnamese Registry, as well as other factors such as the number of seats and origin of manufacture (imported or domestically assembled).
2. Fees for transferring motorbike ownership
For motorbikes, the registration fee is also stipulated in Article 7 of Decree 140/2016/ND-CP. Accordingly, the first registration fee is 2%. However, for used motorbikes and paying the registration fee for the second time or more, the fee will be reduced to 1%. In particular, if the motorbike is transferred to an organization or individual in the prescribed areas, the fee may increase to 5%.
3. How to calculate vehicle value to determine registration fee
The price for calculating registration fees for cars and motorbikes is clearly regulated in Circular 301/2016/TT-BTC. Specifically, the value of the vehicle will be calculated based on the new asset value and the percentage of the remaining quality of the asset, according to the time of use.
For example, if a JC761 FUTURE FI motorbike is 3 years old, the residual value of the motorbike is calculated by multiplying the new asset value by the remaining quality percentage, in this case 70%. This value will then be multiplied by the corresponding registration fee rate.
4. New regulations on registration fees for domestically produced cars
In 2024, the Government issued Decree No. 109/2024/ND-CP, which stipulates a 50% reduction in registration fees for domestically manufactured and assembled cars, trailers or semi-trailers and similar vehicles. This regulation will take effect for 3 months, from September 1 to November 30, 2024.
5. Registration fee level when buying used motorbikes
When buying a used motorbike, the registration fee is calculated based on the remaining value of the motorbike at the time of registration and the registration fee rate. For example, if the value of a new motorbike at the time of registration is 31 million VND and the motorbike is 3 years old, the registration fee will be calculated according to the formula:
Registration fee when buying a used motorbike = Value of new motorbike at the time of registration (x) percentage of remaining quality of the asset (70%) (x) registration fee rate (5%) = 31,000,000 x 70% x 5% = 1,085,000 VND.
Thus, the value of 15 million VND is not the value to calculate the registration fee for a 3-year-old used car, but the fee will be calculated according to the value prescribed by the Ministry of Finance .
