Conclusion No. 169 clearly states the requirement that the Politburo, the Secretariat, and leaders of central and local agencies and organizations (assigned) continue to focus on leadership and direction, strengthen supervision, inspection, and guidance on the implementation of the policy of reorganizing the apparatus and administrative units (especially at the commune, ward, and special zone levels). Maintain the effective operation of standing teams, ensure timely support, resolve, and remove difficulties and obstacles as quickly as possible. The Central Inspection Commission continues to monitor and grasp the progress of inspection and supervision to serve the leadership and direction of the Politburo and the Secretariat.

The Politburo and the Secretariat assigned the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Central Military Commission, and the Central Public Security Party Committee to continue to resolutely direct the implementation of projects on organizational reorganization in each field, ensuring quality and progress according to requirements.

The Politburo and the Secretariat assigned the Government Party Committee to lead and direct the following 8 contents:

Continue to monitor and urge the implementation of newly issued decrees; promptly provide additional guidance and adjustments to newly arising issues, ensuring effective and smooth organization of operations.

Ministries and branches urgently complete and immediately issue documents and circulars guiding the implementation of newly issued decrees; continue to urgently review current guiding documents and circulars to supplement, adjust and replace them appropriately according to the schedule and requirements stated in Conclusion No. 167-KL/TW, dated June 13, 2025 of the Politburo and Secretariat; assign the Ministry of Home Affairs to preside over and coordinate with agencies to systematize regulations, instructions and procedures at the commune level to develop a "commune-level work handbook" (both electronic and paper versions) to complete and send to localities before July 1, 2025.

Closely monitor and inspect the implementation of the establishment of provincial-level specialized agencies in accordance with the Central Government's policy. Only establish specific departments when ensuring that all criteria and conditions are fully met according to regulations.

Check and carefully review the processes and procedures between ministries, functional branches and localities in receiving and proposing to resolve the payment of regimes and policies for cadres, civil servants, public employees and workers in central and local agencies who are on leave due to reorganization, ensuring that procedures are simplified and implemented immediately, and payment is completed before June 30, 2025.

Strictly implement the policies, conclusions and directions of the Central Committee, the Politburo and the Secretariat on maintaining the number of organizations, the number of deputies, the staff, civil servants and public employees after the rearrangement, ensuring that within 5 years the arrangement is basically in accordance with regulations.

Direct the Ministry of Home Affairs to urgently issue a document guiding the roadmap for extending and arranging and using part-time workers at the commune level in accordance with the spirit of Conclusion No. 163-KL/TW, dated June 6, 2025 of the Politburo and Secretariat, ensuring completion before June 25, 2025.

Continue to lead and direct the urgent completion and operation of the organization and apparatus of the system of civil inspection and enforcement agencies in accordance with the conclusions of the Politburo and the Secretariat.

Urgently issue decisions appointing Chairmen and Vice Chairmen of the People's Committees of 23 (new) provinces and cities after the Politburo and Secretariat approve the policy.
