From July 1, 2023, officials, civil servants, public employees, and armed forces will receive a new basic salary of 1.8 million VND according to Decree No. 24/2023/ND-CP dated May 14, 2023 of the Government .
Thus, after 4 years since July 1, 2019, the basic salary of 1,490 million VND has been applied, up to now, the basic salary has been officially increased by 310,000 VND (an increase of 20.8%) for those receiving salaries from the State budget. The salary increase, whether small or large, depends on the rank, level, coefficient, position allowance... but most people are happy and excited about the attention of the Party, the Government and the new achievements in the socio -economic development of the country along with the ability of the State budget to meet the salary increase. The negative impacts of the COVID-19 pandemic and many difficulties for the economy have been resolved and pushed back so that from today, every month, in each individual's account, there will be a certain amount of money to spend on life...
However, besides the joy of getting a salary increase, many people are still worried about the increase in prices of goods because if the salary increase but the consumer price "climbs", it is meaningless. This seems to have become a rule through many times of increasing the basic salary in previous years, that when the salary increases, the price increases. Just hearing that the salary will increase, the price of many goods has started to increase before the time. In fact, for a long time, we have heard the heartbreaking saying: "Hey, price! Wait for the salary" to reflect the unhappy reality of the relationship between salary and price.
This year, the price increase of many goods is no exception to that rule. Only those who directly go shopping every day can feel that before the salary increase (July 1), the prices of some essential goods such as rice, pork, cooking oil... have increased slightly, more or less.
According to the General Statistics Office, the average consumer price index (CPI) in the first 5 months of 2023 increased by 3.55% over the same period last year. Prices of some goods such as food and foodstuff increased; electricity and water prices increased... According to the General Statistics Office, the core inflation rate in the first 5 months of 2023 also increased by 4.83%.
In Ninh Binh province, according to the report of the General Statistics Office, the general consumer price index of goods and services in June 2023 recorded an increase of 0.26% over the previous month; compared to December 2022, the CPI increased by 0.53% and compared to the same month of June 2022 increased by 1.95%. On average, in the first 6 months of 2023, the CPI increased by 2.95% over the same period in 2022, of which 9/11 groups of goods and services had price index increases....
Thus, both in market reality and according to data from authorities, before the time for salary increase, the price of goods has increased.
It is forecasted that after July 1, commodity prices may continue to increase. Because the socio-economic situation in the last 6 months of 2023 in the country and the region continues to face many difficulties and challenges, inflation increases, prices of raw materials such as gasoline, oil, fertilizers, pesticides... increase, increasing production and business costs.
Many items in groups such as: food, foodstuff, transportation, education, health care, tourism services, electricity, water... also increased, making the joy of salary increase not complete due to the worry of price increase. If salary increase but the price of goods also increase, even increase more, combined with inflation increase, the real salary of the salary earner will decrease.
The subjects of this salary increase are cadres, civil servants, public employees, armed forces... whose lives mainly depend on their salaries. From salaries, hundreds, thousands of things... must be spent to serve the lives of themselves and their families. Nominal salaries increase while real salaries decrease, so the lives of those who receive the new basic salary according to Decree 24/2023/ND-CP of the Government this time will still have to continue to face difficulties. The good news is that in this salary increase, the Party and State have taken measures to control and regulate prices.
At the 5th session of the 15th National Assembly, which just ended on the afternoon of June 24, the National Assembly passed the Law on Prices (amended), which includes solutions to control prices through price regulations for essential goods, price declarations, etc., with the aim of controlling prices. In addition, the National Assembly also issued a Resolution requiring control of prices of essential goods and the CPI index. The Government will soon implement the Law on Prices (amended), which includes goods that must have their prices declared and control price declarations on the market. The authorities will inspect, check and supervise price declarations, ensuring that the market operates normally, stabilizing the macro economy, maintaining CPI and inflation within the prescribed limits, especially in the context of increasing the basic salary so that there is no longer a situation where salary increases cannot keep up with price increases.
Also at the 5th session of the 15th National Assembly, the National Assembly requested the Government to focus resources on implementing salary reform and report to the National Assembly the roadmap for salary policy reform at the next session. What many people now expect is for the Party and State to soon implement Resolution 27-NQ/TW dated May 21, 2018 of the Party Central Committee (12th tenure) on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
It is hoped that after implementing the Resolution and legal documents, commodity prices will be controlled; the salaries of wage earners will truly be the main source of income to ensure the lives of workers and their families; create motivation to improve productivity and work efficiency of workers, make an important contribution to realizing social progress and equity, ensuring socio-political stability; promote and improve the quality of growth and sustainable development.
