
In 2023, the entire Inspection sector conducted 7,869 administrative inspections and 193,774 specialized inspections and examinations. Thereby, nearly 258 trillion VND and 616 hectares of land were detected for economic violations; more than 188.6 trillion VND and 166 hectares of land were proposed to be recovered; more than 69 trillion VND and 451 hectares of land were excluded from the settlement value; 7,524 collectives and 7,944 individuals were proposed to be administratively handled, 148 cases and 164 subjects were transferred to the investigation agency for handling... The entire sector urged and inspected the implementation of 8,691 conclusions and decisions on inspection handling. 2,350 billion VND was recovered (reaching 64.1%). During the year, nearly 363 thousand people made complaints, denunciations, recommendations and reflections with more than 300 thousand cases. Administrative agencies received more than 422 thousand applications of all kinds (an increase of 9.5% compared to 2022). Nearly 24 thousand cases were resolved, reaching 88.4%. Notably, during the year, the Inspectorate discovered 114 corruption cases, involving 176 people.
For Dien Bien Provincial Inspectorate, in 2023, 86 administrative inspections and 578 specialized inspections and checks were conducted, detecting economic violations with a total amount of more than 29.5 billion VND; of which nearly 22.7 billion VND was recommended for recovery, nearly 6.9 billion VND was recommended for other economic handling; 373 decisions on administrative sanctions were issued against 36 organizations and 337 individuals with a total amount of more than 6.8 billion VND. Provincial levels and branches organized 1,254 receptions, with 1,614 people (down 8.7%); received and processed 2,059 complaints, denunciations, recommendations, and reflections; considered and resolved 30/41 complaints and 16/17 denunciations according to their authority.
The conference discussed limitations such as: Inspection work is still overlapping; the implementation of conclusions and recommendations on inspection, especially the rate of money and asset recovery has not met the set target; the periodic reception of citizens by heads of some ministries, branches and localities is not complete; the classification and handling of petitions and letters are still flawed; the situation of harassment and inconvenience to people and businesses still exists; self-inspection and detection of corruption within agencies, organizations and units are still limited.
Deputy Prime Minister Le Minh Khai assessed that in 2023, the entire Inspection sector had successfully completed the political tasks assigned by the Party and the State; all aspects of work had positive changes, contributing to improving the effectiveness and efficiency of state management, maintaining legal discipline, ensuring political security and social order and safety. In 2024, the entire Inspection sector was requested to continue to innovate methods of direction, administration and organization of task implementation to create stronger, more positive and comprehensive changes. Focus on timely and effective implementation of the Law on Inspection (amended) and new regulations. Closely follow the direction of the Government and the Prime Minister to develop and implement tasks in the management field, both in the short and long term, especially the tasks of implementing the Resolution of the 13th National Party Congress, the socio-economic development plan for the whole period and 2024. Implement the 2024 inspection plan in a focused and effective direction; Focus on inspecting sensitive sectors and fields that are prone to corruption and negativity, and have many complaints and denunciations. Strictly implement the Prime Minister's direction and the Government Inspectorate 's plan on receiving citizens and handling complaints and denunciations. Synchronously implement policies and laws on corruption prevention and control; conclusions and directions of the Politburo and the Central Steering Committee on corruption prevention and control.
