In 2023, Ha Nam's economy will face many difficulties in the context of declining global demand; narrowed output markets, reduced orders, and increased production costs. However, with the drastic direction and management of the Party Committee and the government; the proactiveness and flexibility of enterprises, the province's key economic sectors have had a successful "sprint".

Accordingly, the People's Committee of Ha Nam province directed the sectors to focus on removing difficulties for enterprises, paying special attention to electricity, water, credit, product consumption, security and order, and administrative reform. Party committees and authorities at all levels focus on compensation, site clearance, and creating clean land to quickly attract investment and increase budget revenue from land.

Attention is also paid to the work of preventing budget losses, in which sectors and localities focus on reviewing and urging the collection of outstanding revenues from the previous year, the arising revenues, promptly urging and having appropriate budget collection solutions.

Therefore, many important targets have been achieved and exceeded compared to the annual plan; in which, the budget revenue from the economy in Ha Nam province still achieved good results. Total budget revenue reached 13,454 billion VND, reaching 100% of the plan, of which domestic revenue was more than 11,900 billion VND, the remaining import-export tax revenue reached about 1,600 billion VND, estimated to reach more than 82% of the assigned plan.

Based on the achieved results, in 2024, Ha Nam province strives to achieve a balanced budget revenue from the local economy of 16,076 billion VND, an increase of 25.5% compared to 2023, of which land use fees will reach 5,800 billion VND.

To achieve the above results, right from the first months of the year, the Provincial People's Committee continued to direct the functional branches to quickly remove difficulties for production and business. Functional branches and localities reviewed revenue targets, implemented revenue plans, and strived to complete the assigned targets.

In particular, the Finance sector and the Tax authorities coordinate with districts, towns and cities to develop collection plans suitable to local socio-economic development conditions, ensuring correct and sufficient collection and nurturing of revenue sources; organizing propaganda and mobilizing people and businesses to properly implement the Tax Law; promoting measures to prevent budget losses and reduce tax arrears; implementing correct, sufficient and timely collection of taxes, fees, charges and other revenues according to the provisions of law.

Strengthen the management of mineral resource exploitation; focus on removing difficulties for production and business, including creating favorable conditions for the development of enterprises of all economic sectors, especially non-state enterprises, foreign-invested enterprises, and small and medium-sized enterprises to rapidly increase the proportion of domestic revenue in the revenue structure.

The Provincial People's Committee also directed functional units to review each revenue item, urge collection according to plan and arising revenue, resolutely handle budget arrears, create fairness in production and business activities... strive to complete the set plan.
