The delegation of National Assembly deputies from Tuyen Quang province surveyed the implementation of the two-tiered local government system in Thong Nguyen and Nam Dich communes.

In preparation for the 10th Session of the 15th National Assembly, on the afternoon of September 25th, Survey Team No. 2, led by Ms. Ma Thi Thuy, Member of the Provincial Party Committee, and Deputy Head of the Provincial Delegation of National Assembly Deputies, conducted a survey in Thong Nguyen and Nam Dich communes.

Thong Nguyen commune was established by merging two communes, Thong Nguyen and Xuan Minh. After the merger, the commune's administrative apparatus has been operating stably, promptly handling administrative tasks and procedures for citizens, organizations, and businesses, as well as fulfilling socio-economic development tasks and ensuring national defense and security in the locality.

Delegates attending the working session of the 15th National Assembly Delegation of the province surveyed several issues in preparation for the 10th Session of the 15th National Assembly in Thong Nguyen and Nam Dich communes.

Besides the achievements, Thong Nguyen commune also highlighted difficulties and obstacles such as: After the administrative unit merger, the population and managed area increased, while the number of commune officials and civil servants has not been correspondingly increased. Officials are responsible for many tasks, resulting in a large workload while their professional skills and qualifications are not uniform; the effectiveness of legal dissemination and education is not high, and people are not proactive in accessing online public services.

Nam Dich commune was established by merging three communes: Nam Dich, Ta Su Choong, and Nam Ty. After more than two months of implementing the two-tiered local government system, Nam Dich commune has become relatively stable; state management in various fields is gradually becoming more organized; disbursement of funds for projects and the implementation of national target programs are being accelerated; budget revenue is basically on schedule; and social order and security are being maintained.

As of mid-September 2025, the commune had disbursed 65.6% of the poverty reduction program funds, 68.5% of the socio-economic development program for ethnic minority and mountainous areas, and 70.1% of the New Rural Development Program funds. However, during the implementation process, Nam Dich commune still faced some difficulties such as: some officials had limited professional skills; there was a shortage of specialized personnel in information technology, veterinary medicine, construction, education , and healthcare; working facilities were cramped and lacked essential equipment; and telecommunications infrastructure was weak.

Comrade Nguy Thu Thuy, Deputy Head of the Economic and Budget Committee of the Provincial People's Council, delivered a speech at the working session.

Based on this experience, Thong Nguyen and Nam Dich communes propose to the Central and Provincial authorities to continue improving the decentralization and delegation of power mechanisms, coupled with appropriate resource allocation; support in resolving obstacles in investment procedures and settlement; supplement the shortage of specialized staff; invest in the construction of office buildings and official residences, and purchase essential equipment; upgrade telecommunications infrastructure; repair schools and student dormitories; and strengthen training and professional development for officials and civil servants after the merger to quickly adapt to new tasks.

Concluding the working session, Deputy Head of the Provincial National Assembly Delegation, Ma Thi Thuy, acknowledged and highly appreciated the efforts and initial results achieved by Thong Nguyen and Nam Dich communes in the past period. She also expressed her hope that all cadres, Party members, civil servants, and employees of the departments and units in the two communes would continue to strive with even greater determination, demonstrating initiative and self-reliance, overcoming all difficulties to successfully carry out their assigned tasks, contributing to building a grassroots government that is close to the people, serves the people.

During the working session, the members of the survey team exchanged views, shared information, and addressed difficulties and obstacles in the implementation of the two-tiered local government system. Regarding some proposals and recommendations, the Provincial National Assembly Delegation will receive and compile them to forward to relevant agencies and units for timely consideration and resolution.
