On August 23, the Ministry of Education and Training coordinated with OneSky to organize a conference to launch the project "Supporting the improvement of the quality of care, nurturing and education of preschool children in some areas with industrial parks and industrial clusters" in Ho Chi Minh City, Tay Ninh and Bac Ninh.
Attending the conference were Ms. Nguyen Thi Kim Chi, Deputy Minister of Education and Training.
29,500 children will benefit from the project
Speaking at the conference, Mr. Nguyen Thanh De, Director of the Department of Preschool Education , said that the project was officially approved by the Ministry of Education and Training in June 2025 and will be implemented in the period of 2025-2028 in 3 localities: Ho Chi Minh City, Tay Ninh and Bac Ninh, with a total non-refundable aid of 34.47 billion VND (equivalent to 1.47 million USD).
The project aims to improve the capacity for nurturing, caring for and educating preschool children through a number of key activities including: training a team of key reporters at the provincial/municipal level; training to improve professional capacity for teachers and caregivers at independent preschools; building an online learning site; building a pilot model of a private independent preschool; training and supporting the team responsible for inspecting and supervising the activities of private independent preschools in the locality.

Mr. Nguyen Thanh De said that the project's training program is expected to improve the capacity of more than 1,300 teachers, staff and childcare workers, with about 29,500 children benefiting.
The training program aims to enhance the capacity of the team directly involved in nurturing, caring for and educating children at private independent preschools. The activities are implemented in a combination of in-person and online formats, including classroom learning, on-site practical instruction and expert consultation via online learning sites.
The training content includes 20 topics on child care and education, supporting private independent preschools to implement the Preschool Education Program, and applying the "Responsive Care and Teaching" method - a child-centered approach that promotes positivity, initiative and encourages the comprehensive development of children.

“To effectively implement the project, bringing the best benefits to preschool children in areas with industrial parks and industrial clusters, it is necessary to have coordination between units under the Ministry (Department of Preschool Education, Financial Planning, Department of Science, Technology and Information, Ministry Office, Department of International Cooperation...), the Education sector and local authorities to implement project activities as approved documents in a synchronous, effective, quality manner, ensuring progress and regulations of the sponsor as well as of Vietnam in the period from 2025 to 2028”, Mr. Nguyen Thanh De emphasized.
Opportunities for children to access quality educational environments
Ms. Morgan Hurley Lance, General Director and Head of OneSky Vietnam Office, said that over the past decade, industrial parks and clusters have developed strongly across Vietnam, opening up opportunities for millions of families. However, along with that development, many parents who leave their hometowns to work in factories still have the same concern: how to ensure that their children are cared for safely, nurtured and educated in a healthy environment.

The project “Supporting the improvement of the quality of care, nurturing and education of preschool children in some areas with industrial parks and industrial clusters” is implemented by the Ministry of Education and Training in coordination with OneSky Organization, aiming to provide children not only with a safe care environment but also with a quality preschool education, nurturing a spirit of learning, encouraging creativity and preparing them firmly for primary school.
Since 2018, OneSky has worked closely with the Ministry of Education and Training to support private independent preschools, improve the capacity of teachers and caregivers, thereby contributing to building a favorable environment for the comprehensive development of young children.
The Ministry of Education and Training has reviewed, assessed and approved training materials for caregivers at independent preschools, which are currently being applied in training programs implemented by OneSky in collaboration with the Departments of Education and Training over the past 8 years. In addition, OneSky also provides technical documents and resources for the Ministry of Education and Training to co-compile a set of guidelines for implementing the Preschool Education Program for independent private preschools nationwide.

According to Ms. Morgan Hurley Lance, with this new project, OneSky will closely coordinate with the Ministry of Education and Training and the Departments of Education and Training of Ho Chi Minh City, Tay Ninh and Bac Ninh to organize long-term training courses and provide practical guidance for independent preschools. The activities aim to improve the quality of care, nurturing and education of children in areas with industrial parks and industrial clusters, creating conditions for preschool children to access better care and education environments.
“The goal of the project is not about numbers. The core of what we are aiming for is the children. It could be a shy boy on his first day of school, where he has a teacher who understands, loves and meets his needs. It could be an imaginative girl who is now encouraged to play and explore in an exciting environment. And it could also be the fathers and mothers - factory workers who can work with peace of mind knowing that their children are being cared for, nurtured and learning in a safe, loving environment,” said Ms. Morgan Hurley Lance.
