As a Grade III medical unit, the Center simultaneously performs many functions, from preventive medicine, population - family planning, to medical examination and treatment; comprehensively manages and directs all activities of all medical stations in 4 communes of Quang Ha, Duong Hoa, Quang Duc, Cai Chien. Despite many difficulties, such as attracting high-quality human resources, a large financial autonomy rate (55%), the unit has proactively organized a streamlined and flexible apparatus, suitable for the 2-level government model since July 1.
With the efforts of the staff and doctors, the Center has deployed many specialized techniques that were previously only available at provincial hospitals, such as: Periodic hemodialysis, continuous blood filtration, interventional endoscopy of the stomach and colon, laparoscopic surgery, emergency thrombolytic therapy, magnetic resonance imaging, tonsillectomy, laser lithotripsy, immunological testing, cancer screening, fine needle cell diagnosis... In particular, from May 2025, the Center put into operation the Mental Disease Clinic. The development and maintenance of modern techniques helps people receive treatment close to home, reducing travel time and costs; improving the effectiveness of emergency care and timely treatment.
Mr. Do Van Dan (Quang Ha commune) has suffered from chronic kidney failure for 3 years, has to undergo regular dialysis, and was hospitalized at one point due to complications of pulmonary edema and effusion. “I was so tired that I could not breathe and thought I would not survive. Thanks to the timely emergency care and dedicated care from the doctors and nurses here, I recovered. I hope the Center will continue to develop so that our people do not have to travel far to receive good medical examination and treatment,” said Mr. Dan.
Ms. Do Thi Dao (Duong Hoa commune) regularly takes her husband to the Center for dialysis, sharing: “My husband has had kidney failure for 7 years now. Before, he had to be treated at the provincial level, which was very difficult because I was the only one taking care of him. Since 2023, I have transferred my husband to Hai Ha Medical Center for dialysis, which is close to home and convenient for travel, making it much less difficult for me.”
In addition to professional development, the Center focuses on standardizing treatment processes. Thousands of technical procedures have been reviewed and updated; more than 300 common diseases have specific treatment instructions. Patients are given treatment summary forms for easy monitoring and coordination with doctors during the treatment process. Patient safety is a top priority. In the first 6 months of 2025, only 13 minor medical incidents were recorded, all of which were promptly handled by the Center and lessons learned seriously. The Center maintains medical examinations on Sundays, serving people who cannot come for examinations on weekdays.
The Center promotes digital transformation. The entire medical examination and treatment process uses management software, connecting data with the health insurance system and electronic health records. People can register for examination by phone, use a chip-embedded ID card to quickly complete procedures, and make cashless payments using QR codes. The Center maintains communication platforms such as Zalo OA, Facebook, and an electronic information portal to provide information, health instructions, and advice on disease prevention. In the first 6 months of 2025, the rate of cashless hospital fee payments at the Center reached more than 46%.
The Center focuses on improving the quality of human resources. In the first 6 months of 2025, the Center sent many staff to study advanced specialties and receive training in new techniques. At the same time, the plan to attract doctors according to Resolution No. 28/2023/NQ-HDND of the Provincial People's Council has been implemented. To date, the Center has attracted 6 doctors to work at the Center. The unit also proactively meets with medical students and participates in job fairs to introduce the working environment and build long-term and sustainable human resources.

In addition to maintaining existing techniques, the Center continues to expand new techniques, invest in more equipment and develop a comprehensive health care model in the community. The work of attracting and training doctors, especially young doctors, continues to be promoted to create a sustainable human resource.
