Review each item carefully.

For example, regarding the draft resolution on preferential credit mechanisms and policies through the City Branch of the Social Policy Bank using local budget funds, the Economic and Budget Committee of the City People's Council basically agreed with the proposal to continue supporting many target groups such as poor households, people who have completed their prison sentences, people whose land has been confiscated, people borrowing to buy social housing, or students studying science, technology, and engineering fields.

However, after review, the Head of the Economic and Budget Committee, Tran Gia Cong, proposed excluding one group of beneficiaries because the legal basis is only valid until the end of 2025. At the same time, the Committee also recommended adding two specific local groups: disadvantaged urban households without access to clean water and sanitation facilities, and poor households in ethnic minority areas who have escaped poverty but have not yet accessed loan capital.

In the tourism sector, the draft resolution supporting community tourism development for the period 2026-2030 also needs to be reviewed to focus more on and better meet actual needs. Some proposed additions include support for tourist boat docks, scenic bridges, check-in points, and viewpoints, in order to align with current community tourism development trends.

In the healthcare sector, the draft resolution amending Resolution No. 30/2023/NQ-HĐND on the content and levels of expenditure for healthcare and population work is considered necessary in the context that many tasks still need to be maintained but the old resolution has expired.

Over the past two years of implementation, this policy has effectively supported disease prevention and control, expanded immunization programs, healthcare, and the achievement of population targets in the area. The City People's Committee also proposed extending the resolution's implementation until December 31, 2026, and adjusting some expenditure items from the district level down to the commune level to align with the two-tiered local government model.

After review, the Culture and Social Affairs Committee of the City People's Council concluded that the adjustment was necessary to ensure that health and population activities would not be interrupted while awaiting the implementation of the new phase of the national target program.

Do not let the resolution get in the way during implementation.

In reality, many policies encounter difficulties upon implementation due to a lack of resources, a failure to reflect reality, or a failure to anticipate potential obstacles at the grassroots level. Therefore, the current review process should not only focus on determining the correctness or incorrectness of regulations but also assess their feasibility for practical implementation.

In preparation for the upcoming thematic session, many issues have been directly surveyed at the grassroots level by the People's Council committees instead of just reviewing documents.

In the field of defense and security, when reviewing the plan to organize permanent militia platoons in key areas, the review team went directly to the grassroots level to check the operating conditions, the ability to organize forces, and the actual difficulties.

Surveys show that the permanent militia force has played a significant role in maintaining security and order, supporting disaster prevention and control, and rescue operations. However, many localities still lack equipment, facilities, and operating funds; organizing forces in large, dispersed areas also presents considerable difficulties.

Based on that reality, the Legal Committee of the City People's Council requested further clarification of the resources for implementation, the organizational plan, and the feasibility of the project before submitting it for approval. This approach aims to limit the situation where resolutions are issued but lack the conditions for implementation or are implemented only formally.

In the field of public investment, the proposal to extend the implementation and disbursement period of the 2025 central government budget investment plan to 2026 is also undergoing thorough scrutiny. The issue is not just about adjusting the timeframe, but more importantly, it is necessary to clarify the reasons for the slow disbursement, the responsibilities of each unit, and solutions for improvement in the future.

In the coming period, the City People's Council will continue to strengthen supervision of the implementation of issued resolutions; monitor the implementation of recommendations following supervision, commitments following questioning, and require agencies and units to clearly define responsibilities and implementation roadmaps. Along with that, the City People's Council will continue to coordinate with the City People's Committee, the City Committee of the Vietnam Fatherland Front, and relevant agencies throughout the entire process from drafting and reviewing to implementing resolutions, to ensure that policies, when issued, closely reflect reality and have high feasibility.
