In order to improve the investment environment and enhance the provincial competitiveness index (PCI) in recent times, our province has implemented many solutions to create an open, transparent, dynamic and favorable business environment for economic sectors; attract investment, develop enterprises, and ensure sustainable socio-economic development of the province.
According to the Department of Planning and Investment, in order to improve the PCI index, the province has recently strengthened its direction and management; departments and branches have specific solutions to improve the PCI index and improve the province's investment and business environment. Right from the beginning of the year, the Provincial People's Committee held a meeting of the Steering Committee for administrative reform and improving the provincial competitiveness index to assess the situation, thoroughly grasp and direct the implementation of solutions to improve the PCI index.

Based on the assigned tasks, 23 departments, branches and district People's Committees have issued plans for implementation; at the same time, directing the synchronous and drastic implementation of groups of solutions to improve the business investment environment such as: Organizing conferences to meet and dialogue with enterprises, promptly grasping and solving difficulties for enterprises; continuing to improve the efficiency of the Provincial Public Administration Service Center; reviewing and reducing administrative procedures (TTHC), increasing the provision of online public services at levels 3 and 4; implementing the assessment of competitiveness at the provincial department, branch and local levels (DDCI); enhancing interaction between provincial leaders and enterprises through the Young Entrepreneurs Association in various forms such as: Business Cafe, creating interactive groups on cyberspace (Zalo, Viber); increasing the provision of information to enterprises on policies and mechanisms related to investment, production and business activities of enterprises in the province; Diversify forms and sources of investment capital for infrastructure development, attach importance to socialized investment to develop socio-economic infrastructure, especially transport infrastructure, airports, seaports, infrastructure of industrial parks and industrial clusters; strengthen digital transformation, perfect the e-government model in a modern direction; publicize and make transparent information and data serving planning, investment, land, business registration, innovative startups and handling of administrative procedures for enterprises and people...
2023 is a mid-term year of great significance, creating momentum to complete the goals and tasks of implementing the resolutions of Party congresses at all levels and the 5-year socio-economic plan. To continue improving the PCI index in 2023 and the following years, in the coming time, the province will focus on synchronously and drastically implementing groups of solutions to strengthen the Party's leadership in administrative reform in the 2021-2025 period, especially implementing solutions to improve the PCI index, associated with promoting propaganda about the meaning and importance of improving and enhancing the PCI index. Sectors and localities will promote their dynamic, creative and pioneering roles in performing their roles and responsibilities to support and accompany businesses, creating a dynamic and transparent business environment so that investors and businesses can confidently invest and develop production and business in the province.

Mr. Truong Van Tien, Deputy Director of the Department of Planning and Investment, said: In order to continue to create strong changes in the investment and business environment, improve competitiveness, and create breakthroughs in improving the province's PCI index in 2023 and the following years, sectors and localities need to focus on groups of solutions such as: Strengthening support for enterprises in accessing land, quickly resolving site clearance, land allocation procedures, land lease, granting land use right certificates and handling land-related problems; improving the quality of support for enterprises towards equality and fairness among enterprises of all economic sectors in accessing and enjoying preferential policies, investment support, credit access, and labor training support; promoting support for enterprises in digital transformation to improve their competitiveness. Continue to maintain stability and improve high-ranking component indexes; focus on strongly improving low-ranking component indexes. Promote digital transformation, towards digital government, improve the quality and efficiency of services for people and businesses; implement administrative procedures in the electronic environment to enhance transparency and save costs for people and businesses. Improve the quality of operations of the Provincial Public Administration Service Center. Review and continue to advise on the establishment and operation of the Provincial Investment, Trade and Tourism Promotion Center to support investors and businesses in implementing administrative procedures, accessing resources promptly and effectively, contributing to improving the business environment of the province.
With the active and drastic implementation of solutions to improve the PCI index of all sectors and localities, the business environment of the province will be increasingly improved, creating favorable conditions for enterprises and investors to feel secure in production and business, contributing to the socio-economic development of the locality.
