
Good news on New Year's Day
The Hanoi Department of Internal Affairs has just announced the approval of the results of the promotion examination and the list of civil servants who passed the promotion examination for professional titles of public kindergarten and primary school teachers in Hanoi in 2023. Accordingly, the number of civil servants who passed the promotion examination is 22,769. Of these, 13,106 are in the kindergarten sector, 4,847 are in the primary school sector, 2,558 are in the lower secondary school sector, and 2,258 are in the upper secondary school sector. The number of civil servants who did not pass the promotion examination is 125.
Previously, the Hanoi People's Committee approved the plan for promoting teachers from Grade III to Grade II in 2023. Based on the dossiers, 22,894 civil servants met all the conditions and standards for consideration for promotion to higher professional titles. The promotion dossiers were scored on a 100-point scale, with 20 points allocated to criteria related to training and professional development, and 80 points to criteria related to professional competence and skills. Those deemed successful in the promotion examination must meet the following conditions: They must have a complete dossier with supporting documents as required; for those applying for promotion from Grade III to Grade II, the dossier must receive a score of 100 points.
According to the Hanoi Department of Internal Affairs, the 2023 teacher promotion review aims to further standardize the professional title standards for civil servants according to the job position scheme of agencies and units; improve the quality of the teaching staff; contribute to improving the quality of education; ensure the rights of the teaching staff; and effectively implement the socio-economic goals of the city.
On the part of the Ministry of Education and Training , in 2023, it also advised the Government and worked with other ministries and agencies to address issues related to the lives and employment of management staff, teachers, and workers in schools.
According to Dr. Nguyen Ngoc An, President of the Vietnam Education Union, one of the important proposals of the Ministry of Education and Training last year was to increase the staffing for the education sector. This is because the education sector is implementing the 2018 general education curriculum and textbook reform, which includes many subjects and educational activities requiring specialized teachers. In addition, the Ministry also proposed, and included in the roadmap for reforming salary policies, prioritizing the highest salaries for teachers in the administrative and public service salary scale. The Ministry of Interior, together with the Ministry of Education and Training, reviewed regulations on salaries and professional incentives for teachers to increase them to the highest level.
Expectations for continued policy innovation.
Speaking to the press about key tasks for 2024, Minister of Education and Training Nguyen Kim Son emphasized that this year the entire sector will continue to implement the 2018 General Education Program. To successfully complete this task, solutions must be implemented to ensure a sufficient number of teachers, especially those teaching new subjects. Policies supporting teachers must be strengthened; and infrastructure and school facilities must be improved in areas with high demand. The Minister reiterated that Resolution 29 includes a very important point: "Teachers' salaries should be at the highest level in the salary scale of the administrative and public service sector," but in reality, difficulties have prevented this from being achieved as desired. Resolution 29 also requires a minimum of 20% of the total state budget for education, but this has not been met in practice.
"The Ministry of Education and Training will continue to propose preferential treatment for teachers; proposing that teachers' salaries be prioritized and ranked among the highest in the administrative and public service system," Mr. Son shared.
Regarding improving the living standards of teachers, the Politburo's Directive issued on January 5, 2024, also requires units to have preferential policies for teachers in areas with particularly difficult socio-economic conditions and specialized educational institutions.
Currently, teachers' salaries range from 3.8 to 12.2 million VND per month, depending on rank. In addition to salary, each teacher, depending on their position and workplace, may receive one or more of the following allowances: seniority allowance (5% after 5 years of service, with an additional 1% each year), professional incentive allowance (25-50%), position allowance, seniority allowance exceeding the standard rate, and special allowance.
Specifically, currently, according to salary regulations, preschool and general education teachers (primary, lower secondary, and upper secondary) are divided into three grades: I, II, and III. From July 1, 2024, when the new salary reform is implemented, teachers who are civil servants will be classified into the professional salary scale. Accordingly, for teachers in the public sector, a professional salary scale for teachers will be established based on the professional titles of civil servants, applicable to all civil servants and public employees who do not hold leadership positions. Each professional title of civil servant will have multiple salary levels. The professional salary scale for teachers who are civil servants will be upgraded from grades I, II, and III, currently receiving salaries according to Circulars 01-04/2021/TT-BGDĐT (amended and supplemented by Circular 08/2023/TT-BGDĐT), to a new salary scale with multiple salary levels from July 1, 2024. This aims to ensure fairness, scientific approach, and especially to align with job positions and work efficiency, so that teachers can work with peace of mind and dedicate themselves to their work.
