Yen Chau commune has 57 villages, over 32,000 people, including 4 ethnic groups: Thai, Mong, Kho Mu, Kinh living together. Mr. Doan Xuan Ngoc, Chairman of Yen Chau Commune People's Committee, said: In order for the projects to be truly effective, the commune has proactively reviewed the needs of each village and each household group, prioritizing support for the right beneficiaries. In particular, priority is given to implementing projects and plans for community production development under Project 2 on livelihood diversification, poverty reduction model development and sub-project 1, project 3 on supporting production development in the agricultural sector. During the implementation process, the Party Committee and the commune government always promote the role of the Fatherland Front and mass organizations in monitoring, mobilizing people, creating consensus to help the projects be quickly implemented, promote effectiveness, create trust and excitement in the community.
In 2024, from the capital of Project 5, National Target Program 1719, Chieng Dong Secondary School, Yen Chau commune, was invested over 2.3 billion VND to repair and upgrade a building including 8 classrooms, 4 boarding rooms, renovate the campus, and pave the school yard. The project, put into use in the 2025-2026 school year, has brought a new look, contributing to improving the quality of education .
Teacher Nguyen Van Thuan, Principal of Chieng Dong Secondary School, said: This school year, the school has 18 classes, with over 520 students, of which 85% are ethnic minorities. Thanks to the investment of the State, up to now, the school has had enough classrooms and functional rooms, meeting the requirements of innovation according to the 2018 general education program and maintaining the title of national standard school level 2.
Also from Program 1719, hundreds of poor and near-poor households in Yen Chau commune have benefited and had new sources of livelihood from production development support projects. In the period of 2021-2025, more than 100 breeding cows were given to poor households, helping many households have stable livelihoods and escape poverty sustainably.
Ms. Quang Thi Sua, Luong Me village, is a poor household, whose income depends only on a plot of land growing corn and cassava to raise two children to study. Life is difficult and deprived. In 2021, her family received support from the State for a breeding cow from Program 1719 to create a stable livelihood. Ms. Sua shared: Thanks to proper care and disease prevention techniques, the cows grow healthily, and each year she sells a cow, helping her family improve their lives. This is the motivation for me to overcome difficulties and escape poverty.
Funding from Program 1719 also overcomes the shortage of domestic water for people in Yen Chau commune. Implementing Project 1 under Program 1719, phase 2021-2025, the commune government has mobilized resources to build reservoirs, extend water pipes from lowland areas to highland villages, and distribute 1.5m³ water tanks to more than 1,000 households, with a total cost of nearly 3 billion VND. Up to now, 100% of households supported with water tanks have been able to store and use hygienic domestic water. Many old water supply works have been repaired, increased capacity, and expanded to highland villages, contributing to protecting community health.
The capital of the National Target Program 1719 has changed the appearance of ethnic minority villages in Yen Chau commune, contributing to reducing the poverty rate by 2%/year; 100% of villages have concrete and asphalt roads to the center; 6 villages meet new rural standards, of which 2 villages meet advanced new rural standards; 100% of the rural population has access to clean water; 99.8% of households have access to the national grid; 100% of schools are solid; 100% of villages have cultural houses.
The National Target Program 1719 implemented in Yen Chau commune has contributed to promoting socio -economic development in particularly difficult villages, improving the quality of life of ethnic minorities, creating more motivation and trust of the people in the leadership of the Party and State, rising up to escape poverty, building a rich and beautiful homeland.
