Therefore, functional agencies and units need to disseminate and widely spread good experiences, creative and effective ways of propagating and mobilizing the implementation of legal provisions, cultural and civilized criteria for new life in ethnic minority and mountainous areas. At the same time, Party committees, authorities and the entire political system need to constantly improve the connection and promote the capacity of village elders, prestigious people, dignitaries and religious officials in the process of propagating and mobilizing people, contributing to strengthening the great solidarity of ethnic groups and religions in the process of implementing local and national development goals.
