Within the framework of the Conference, in the field of culture, Assoc. Prof. Dr. Do Thi Thanh Thuy - Head of the Cultural Research Department of the Vietnam Institute of Culture, Arts, Sports and Tourism (Ministry of Culture, Sports and Tourism) presented content related to the achievements of the Culture sector over the past 80 years in ensuring and enhancing the people's right to enjoy culture.

Ms. Do Thi Thanh Thuy stated that under the leadership of the Party with the mission of serving the people, imbued with the viewpoint that "the people are the foundation," and promoting the role and central position of the people, over the past 80 years, the cultural sector has achieved many important accomplishments in ensuring and enhancing the people's right to enjoy culture.

These achievements lay a solid foundation for the goal of building a humane, just, and prosperous society, where culture is identified as the driving force, goal, and foundation for the comprehensive development of the country.

According to Ms. Do Thi Thanh Thuy, looking back at the 80-year journey of national construction and development, it can be affirmed that the cultural sector has made important and positive contributions.

From there, the central role of culture is defined as the spiritual foundation, goal, driving force, and important intrinsic strength, promoting the cultural values ​​and human strength of Vietnam, while ensuring and enhancing the people's right to enjoy culture.

Achievements of the Culture Sector over the Past 80 Years

Referring to some of the achievements of the cultural sector over the past 80 years, Associate Professor Dr. Do Thi Thanh Thuy first noted that the Vietnamese cultural policy system continues to be built and perfected in a comprehensive, unified, and practical direction, ensuring the right of access to and enjoyment of culture for all strata of the population.

Culture is viewed as a public good that conveys spiritual values, contributes to social progress and equity, and therefore always receives attention and investment from the state.

A recent example is the National Target Program on Cultural Development for the period 2025-2035, which was approved by the National Assembly .

Strategy for the development of cultural industries until 2030; Strategy for the development of physical education and sports until 2030…

Secondly, it is essential to ensure equal access to and participation in the cultural life of the people, narrowing inequalities in access and promoting the freedom to create, produce, and disseminate cultural products.

Over the past decade, the cultural sector has achieved many successes in expanding access to cultural products through the cultural industry and other supporting policies, contributing to ensuring the people's right to enjoy culture.

The cultural market is increasingly thriving, with more diverse products and services; product quality is improved thanks to the promotion of knowledge, creativity, and innovative thinking from diverse entities in society such as artists, artisans, entrepreneurs, scientists , communities, and other creative and practicing entities.

Thirdly, significant achievements have been made in protecting and promoting cultural identity . According to Ms. Do Thi Thanh Thuy, protecting and promoting cultural identity is not only related to but also a core element of the right to enjoy culture.

The people are both creators and beneficiaries, and they have both the responsibility and the right to preserve and develop national cultural values.

Deeply aware of the importance of cultural identity, over the years, the Party, State, and Government of Vietnam have paid special attention to preserving and promoting the culture of Vietnam's ethnic communities.

This includes the intensified efforts in inventorying and registering cultural heritage sites.

Vietnam's cultural heritage system is widely recognized with impressive figures, contributing to changing the economic structure of localities and creating stable livelihoods and jobs for tens of thousands of workers in heritage areas.

At the same time, it contributes to fostering national pride in cultural identity and promoting community cohesion.

By 2025, Vietnam will have 9 UNESCO-recognized World Heritage sites (including 6 cultural heritage sites, 2 natural heritage sites, and 1 mixed heritage site (cultural and natural)).

Notably, in the protection and promotion of cultural identity, the role of the community as the main actor is increasingly being emphasized. Each individual, group, community, and ethnic group has the right to maintain, protect, and develop its own cultural identity.

Many positive beliefs, customs, and traditions, as well as various forms of tangible and intangible heritage, are preserved, promoted, and integrated into socio-economic development in the current context, linked to community livelihoods and sustainable development.

"People's enjoyment of culture is increasingly enhanced, along with the protection and promotion of cultural identity, contributing to building a healthy spiritual life and sustainable development, ensuring cultural diversity among regions and ethnic groups, and receiving recognition from the general public," Assoc. Prof. Dr. Do Thi Thanh Thuy emphasized.

Fourth, promote digitalization, gender equality, and cultural diversity in accessing and enjoying culture.

The cultural sector has increased the application of technology in art spaces, digital museums, and big data. Electronic publishing is becoming increasingly popular and timely.

During the period 2026-2031, the Ministry of Culture, Sports and Tourism aims for the major goal of computerizing and digitally transforming all cultural and artistic units; building and maintaining large databases (Big Data) on culture, art, family, and cultural heritage of Vietnamese ethnic groups as a shared resource.

Also at this morning's conference, representatives from the Department of Grassroots Information and External Information provided information about the exhibition themed "Happy Vietnam," organized by the Department of Grassroots Information and External Information at the National Exhibition Center (Dong Anh, Hanoi).

This event is part of the National Achievements Exhibition celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam and serves as a cultural highlight, spreading the message about simple, familiar values ​​of happiness in the daily lives of Vietnamese people.

The exhibition's appeal lies in its application of modern technology through 3D mapping and augmented reality (AR). Visitors can explore the entire exhibition, showcasing 80 years of digitized socio-economic achievements, multi-layered digital maps of 34 provinces and cities, and interact directly with vivid images, sounds, and digital spaces.

All this data is uploaded to the digital space via the vietnam.vn platform so that people around the world can experience it even if they are unable to visit the exhibition in person.

Through this exhibition, the organizers hope to spread the message of a happy Vietnam – where happiness comes from great achievements, expressed through everyday moments: children's smiles, working hands, and an unceasing spirit of creativity.
