One of the highlights is the simplification of administrative procedures. Surveys show that the satisfaction rate of citizens when carrying out administrative procedures reached 100%, demonstrating the practical effectiveness of the district's efforts to reduce administrative barriers.

Ms. Chau Thi Bich Tuyen, from Hamlet 7, Khanh Binh Dong Commune, said: “Previously, carrying out administrative procedures at the one-stop service center was difficult and time-consuming. Now, the process is faster, the officials at the one-stop service center are dedicated, and the procedures are simpler because they have been shortened and are done online via smartphone. Some procedures are guided by the staff, and I can complete them from home. I am very satisfied.”

In addition, the district has achieved significant results in applying information technology to administrative management. The deployment of the iOffice document management and operational system, along with the development of an electronic information portal, has contributed to improving work efficiency and facilitating access to information for the people.

Mr. Pham Van Ven, Chief of the Office of the District People's Council and People's Committee, informed: “The District People's Committee has issued a plan to implement digital transformation in 2024, setting out 22 goals (11 goals on digital government; 5 goals on digital economy and 6 goals on digital society). As a result, all 22 goals have been completed to date. The application of information technology in handling work at various units has been regularly supervised. The document management and operational software system (iOffice) has been deployed and used at the District Party Committee's departments, agencies, offices, political and social organizations of the district, and the People's Committees of communes and towns, with 100% of officials and employees using it; 100% of documents exchanged between state agencies are in electronic form and digitally signed with specialized digital signatures (except for confidential documents as prescribed by law). In 2024, the rate The rate of online document distribution by specialized departments of the district and People's Committees of communes and towns reached 77%. 100% of communes and towns have websites, along with the website of the District Party Committee and the Tran Van Thoi District website , which have promptly provided information on natural conditions, socio -economic conditions; information on new policies, legal documents; and news about outstanding events and activities of the district to the people and businesses.”

To enhance the effectiveness and efficiency of the administrative apparatus, the district has actively implemented organizational restructuring towards streamlining, reducing overlapping functions and redundancies. The development of job descriptions and competency frameworks has contributed to improving the quality of the staff and civil servants. The district has also achieved positive results in public finance reform; the preparation and allocation of budget estimates have been carried out rigorously, ensuring that funds are used for their intended purpose and effectively.

To further improve the administrative reform index, the district has implemented several solutions such as: arranging and assigning civil servants and public employees in accordance with the Job Position Scheme; strengthening inspection and supervision work, and strictly handling cases of violations...

Mr. Pham Van Ven stated: “The District People's Committee issued Program No. 09/CTr-UBND, dated October 10, 2018, on implementing Resolution No. 18-NQ/TW “Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient,” which includes a detailed implementation roadmap to ensure a streamlined and effective state apparatus at the local level. Through implementation and dissemination, officials, civil servants, and employees have recognized the position, role, significance, and importance of the resolution and regulations of all levels, and have identified the work of innovating and reorganizing the organizational structure of the political system as a very important, regular, and continuous task.
