Governor Vyacheslav Gladkov wrote on Telegram that shelling had hit the town of Maslova Pristan, about 15 kilometers (9 miles) north of Ukraine's Kharkiv region, and that shrapnel had hit passing cars. "Two women died of their injuries on the spot," he said.
Gladkov later said two people were killed and six injured when the missile hit the town of Sobolevka, 125 km southeast of the first crash site. Sobolevka is 14 km from the border with Ukraine.
Gladkov said all road and rail travel in the region had been suspended until June 30. He said more than 2,500 people had been evacuated from the Shebekino area because it was deemed unsafe.
The governor of the Bryansk region, north of Belgorod, said four houses had been damaged by shelling, while the head of the neighbouring Kursk region said several buildings had been damaged in a drone strike overnight.
The local governor there said long-range drones also struck two towns in the Smolensk region overnight.
Pro-Ukrainian forces have repeatedly shelled and carried out other attacks in the Belgorod region in recent weeks, as well as several other areas, including the capital Moscow.
Earlier on Thursday, the Russian Defense Ministry said its forces had repelled three cross-border attacks by Ukrainian “terrorist squads” in the Belgorod region. Ukraine denied its military was involved in the incursions and said they were carried out by Russian volunteer fighters.
On the other side of the conflict, Ukraine said its air defenses appeared to have shot down more than 30 missiles and drones launched early Friday over Kiev. Russia has launched about 20 missile and drone attacks on Ukrainian cities since early May.
Separately, a Russian official in the Zaporizhzhia region that Moscow has annexed from Ukraine said on Friday that Ukrainian forces had also shelled the Russian-controlled port city of Berdyansk on the Sea of Azov, with nine people reported injured.
"Information about the deaths is being clarified," Vladimir Rogov said on the messaging app Telegram. He shared a video showing a large plume of gray smoke rising from near the port of Berdyansk.
