On August 2nd, the Russian Federation Council (Senate) approved a law strengthening state control over immigration, which includes the introduction of new deportation provisions.

The new law includes a provision entitled "On the legal status of foreign citizens in the Russian Federation," which stipulates the obligations that foreigners must comply with "to maintain the right to enter Russia and to reside in Russian territory."

Accordingly, foreign citizens have an obligation to avoid activities that harm the interests of Russia, to comply with the Russian Constitution and laws, including: respecting the environment, natural resources, material and cultural values ​​of Russia; respecting the diversity of regional and ethnic lifestyles of the Russian people; not hindering the exercise of the rights and freedoms of Russian citizens...

The law introduces new deportation provisions applicable to foreign citizens who do not have the right to legal residence in Russia due to the expiration of their temporary residence permit or migration documents, cancellation of their temporary residence permit or residence permit, or illegal activities. This provision restricts certain rights of foreign citizens residing illegally in the Russian Federation, and significantly expands the measures controlling their stay in Russia.

By law, such individuals will be placed on a list of those under surveillance, and the agencies of the Russian Ministry of Internal Affairs will provide this list to both government agencies and any legal entities or individuals.

A person subject to deportation or administrative deportation will be placed in designated facilities without a court order within 48 hours…
