Russia is stepping up support for families with young children.

Russia continues to implement various measures to strengthen support for families with young children, both financially and in other ways. Throughout the Russian Federation, large families receive support, including at least a 30% reduction in utility and housing bills.

Policies regarding support for families with children in Russia continue to be adjusted. In a recent interview with RIA Novosti , Valery Seleznev, a member of the State Duma (Lower House of the Federal Assembly of Russia), stated that in Russia, tax deductions for dependent children and the income limits for these deductions have both been increased.

Specifically, in 2026, taxable income in Russia will be reduced by 1,400 rubles (approximately $20) for the first child, 2,800 rubles for the second child, and 6,000 rubles for the third child and each subsequent child.

In addition, the income limit eligible for the tax deduction has been raised from 350,000 rubles to 450,000 rubles per year. According to Valery Seleznev, if both parents work and the family has three children, the monthly savings could be substantial.

The MP also stated that, starting April 3rd, a law aimed at supporting large families in Russia came into effect. According to this law, plots of land are granted free of charge to large families, and the family's sole vehicle will not be confiscated due to debt.

In Russia, a large family is defined as a family with three or more children.

Throughout the Russian Federation, large families receive support, including at least a 30% reduction in utility and housing bills. Some regions in Russia provide additional compensation for home repair costs.

In the suburbs of Moscow alone, funding for programs supporting families with children has increased by 80% since 2021, while funding for large families has more than tripled.

Representatives from the Moscow suburbs stated that parents receive support from the moment their child is born, including gifts for newborns, a one-time childbirth allowance, and a gift package for first-grade students. Parents under 35 receive a one-time payment of 300,000 rubles upon the birth of their third or subsequent children. Another support package is available for large families, including annual school uniform subsidies, housing and utility cost assistance, land grants or 400,000 rubles, and other benefits.

Another noteworthy point is that previously, families whose income simply exceeded the minimum living wage might not have been eligible for social assistance. However, this has changed since May 22, 2026.

Accordingly, large families can still receive a monthly allowance if their income exceeds the minimum living wage of the region by no more than 10%. The amount of support is 50% of the minimum living wage for children in the region. On average, in Russia, this figure is approximately 9,200 rubles per child.

According to MP Valery Seleznev, the policy will apply to all citizens from the beginning of 2026. The Social Fund will recalculate the allowance and send a notification through the Gosuslugi portal. In addition, Russia also has a maternity allowance program. The allowance increased by 5.6% from February 1st of this year.

Previously, in December 2025, Russian Prime Minister Mikhail Mishustin requested an early adjustment of the policy to ensure the rights of families with children, even if their income did not significantly exceed the prescribed threshold.
