On November 23, Russian President Vladimir Putin signed a law on debt forgiveness for new recruits who signed up to fight in Ukraine.
Russian media reported that the law provides for debt forgiveness of up to 10 million rubles, or nearly $96,000, for those who sign contracts with the Defense Ministry to fight in Ukraine for at least a year, starting on December 1.

Russia has boosted recruitment by offering increasingly large payments, in some cases many times the average salary, to those willing to fight in Ukraine.
The tactic helped the army boost manpower in the conflict zone, while avoiding a further general mobilization, which prompted a mass exodus from Russia in September 2022.
