At the end of April, the People's Committee of Quang Ninh province issued Decision No. 1169/QD-UBND approving the Project to Develop Quang Ninh into a tourism center connecting the region and the world by 2030, with a vision to 2045. In particular, developing Quang Ninh into one of the leading tourism centers in the country, playing the role of a gateway for cooperation, connecting tourism with the region and internationally of the Red River Delta and the whole country in the direction of green growth, circular economy , "4-season tourism".
Specifically, Quang Ninh will become a new center for organizing music events, cinema, cultural exchanges, international festivals; a center for conferences, fairs, exhibitions, MICE; the most charming and romantic honeymoon destination in the ocean; a world-class health care resort destination; a leading spiritual and Buddhist center in Vietnam and the world. Along with that, organizing tourism development space and infrastructure to serve tourism to promote intra-provincial, regional, national and international connections; building a modern and synchronous infrastructure system to create a foundation for connection, tourism development, creating strong opportunities for regional and international connections, increasing the number of international visitors to Quang Ninh.

Quang Ninh aims to have a high and sustainable tourism growth rate by 2030, based on the strong development of international-class tourism products and services; become a tourism center connecting the region and the world, a key area of national high-class tourism, entertainment and resort with a truly synchronous, modern, and superior infrastructure system; have a diverse, unique, high-quality tourism product system, strong brand, and global appeal and competitiveness.
The province aims to become one of the globally connected tourism centers by 2045, a world-leading destination based on the brand positioning of Ha Long Bay - Bai Tu Long Bay as a landscape paradise and the harmonious development of economic - social - environmental ecosystems with the quality of life of the people and the environment meeting international standards.
In the immediate future, in 2025, Quang Ninh strives to welcome 20 million visitors, including 4.5 million international visitors; the number of overnight guests will reach over 8 million; total tourism revenue will reach VND 55,000 billion, an increase of 18% compared to 2024. To achieve this goal, since the beginning of the year, the province has issued a tourism development plan for 2025. In particular, as soon as the Prime Minister issued Official Dispatch No. 34/CD-TTg (dated April 10, 2025) on promoting tourism development, ensuring double-digit economic growth, Quang Ninh province has deployed many tasks and solutions for tourism development, aiming to implement the tourism development motto: Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations. Thereby, accelerating and breaking through to ensure growth rate in 2025 and the following years, making an important contribution to the province's economic growth in 2025 with the target of reaching 14% or more.

According to Chairman of Quang Ninh Tourism Association Nguyen The Hue, Quang Ninh province's prompt issuance of resolutions on long-term tourism orientation, as well as timely solutions to stimulate growth in 2025, is a "push" for the breakthrough growth of the tourism industry. The Association also proactively connects tourist spots and areas, builds a network of connections between units providing transportation, accommodation, and restaurants to reduce costs and prices; builds promotional programs to offer products to attract visitors; introduces new tourism products of Quang Ninh, encourages businesses in the province to have stimulus programs, appropriate discounts for large groups, and combines many attractive and classy service packages to attract visitors.
It can be seen that policies and resolutions to promote tourism are also the basis for businesses to accompany the province, proactively build and invest in new, professional and classy tourism products, strongly promoting the abundant potential of Quang Ninh tourism resources, to increase competitiveness with destinations in the region. Mr. Pham Van Hiep, Executive Director of Sun Group Northeast, said: Responding to the province's plans, Sun Group also included a series of tourism events. Typically: The Yacht and Ship Festival combined with the Yacht Night Street product was successfully organized many years ago. In the coming time, the unit plans to organize festivals in the cable car area and the Sun Wheel after completing the renovation of the infrastructure due to the impact of storm No. 3/2024. At the same time, actively promote and advertise Quang Ninh tourism and destinations in the Group's ecosystem.
Realizing the 2025 growth target
Tourism is identified by Quang Ninh province as a key economic sector, contributing positively to the overall growth of the province. With the goal of achieving a GRDP growth rate of 14% in 2025, the tourism industry has identified this year's focus as increasing the average spending of tourists. In addition to promoting existing strengths, Quang Ninh tourism focuses on exploiting development potential, promoting the exploitation of high-quality products in a sustainable manner, targeting international visitors with high spending levels.
One of the solutions that the tourism industry focuses on is to proactively promote tourism, including innovating content methods, enhancing the application of modern technology, ensuring unified, professional and effective implementation of tourism promotion work at home and abroad. According to Mr. Phan Van Tuan, Deputy Director of the Center for Culture, Information and Tourism Promotion, the center will build and position the Quang Ninh tourism brand associated with the main, unique image, imbued with the cultural identity of the province; strengthen propaganda about Quang Ninh tourism on all media infrastructures; provide information to press and media agencies to promote outstanding cultural and tourism content and events taking place in the province. At the same time, proactively connect with domestic and foreign units to promote through film studios, bands, etc. to improve efficiency and reach diverse tourist markets.

In addition, the tourism industry is also actively innovating, improving the quality and competitiveness of existing tourism products and services, aiming to increase tourist spending, increase revenue and improve tourism economic efficiency. Specifically, focusing on luxury infrastructure, unique experiences and personalized services, such as the province is urgently putting into operation 3 beaches (Soi Sim, Hang Co, Trinh Nu on Ha Long Bay), as well as identifying 7 pristine island areas and beaches for the billionaire and super-luxury segment of 1% of the world's population. At the same time, enhancing tourism experiences through connecting private yacht services to nearby islands or helicopter transfers; providing cultural experiences on demand; meeting world-class health care facilities such as comprehensive spas with traditional Vietnamese treatments.
In 2025, the tourism industry will continue to promote digital transformation, green transformation and increase the application of information technology in tourism development, such as: Selling tourist tickets on Ha Long Bay, implementing integrated links to introduce Quang Ninh tourism, managing ships; applying digital transformation at Quang Ninh Museum; covering free wifi networks in tourist areas and spots.
Director of the Department of Culture, Sports and Tourism Nguyen Viet Dung said: With the consistent orientation of developing four-season tourism, localities and units need to comprehensively improve the tourism business environment, strengthen the management of tourist destinations in the province, and ensure a healthy tourism business environment for tourists. Specifically, promote propaganda on civilized tourism behavior in tourist areas and destinations, ensure security and order, environmental sanitation, food safety, price posting and selling at the right price, prevent stalking and scamming tourists; establish a hotline to receive tourist feedback in multiple languages; resolutely handle tourism fraud websites, illegal cars, illegal taxis, and violations of legal regulations, and require businesses to stop operations when there are violations affecting the rights of tourists.
With timely development orientations for the tourism industry, many "pushes" from policies and resolutions have quickly taken effect, such as: Decision No. 2119/QD-UBND (dated July 19, 2024) of the People's Committee of Quang Ninh province on announcing sightseeing and tourism itineraries on Ha Long Bay, Bai Tu Long Bay, 10 itineraries on Bai Tu Long Bay are being put into service for tourists. From the end of March 2025, Quang Ninh province launched sightseeing and tourism itineraries on Bai Tu Long Bay. This important event shows Quang Ninh's efforts in exploiting the tourism potential of Bai Tu Long Bay, as well as creating a premise for businesses to invest and exploit.
Convenient transport infrastructure and ports help Quang Ninh become an ideal destination for cruise ships.
According to Mr. Nguyen Thuc Can, General Director of Everland Crystal Group, the Group has put into operation the first two 99-seat cruise ships in the project to develop Everland Group's luxury cruise fleet, including day ships and overnight ships to exploit tourist itineraries to visit Bai Tu Long Bay and connecting itineraries between Bai Tu Long Bay and Ha Long Bay. Each tour to the bay lasts from 4-6 hours depending on the choice. Tourists are served lunch on the ship and can use many other services and entertainment activities. This is also one of the steps of the Group to maximize the tourism potential of Van Don, connecting with the tourism, resort and entertainment complex system that the Group is investing in. From there, attracting many tourists to visit and experience here, gradually turning Van Don into a center of sea and island resort tourism in accordance with the orientation of the province and locality.
International tourists flock to visit Quang Ninh Museum
With the efforts of the government, businesses and people, in the first 4 months of 2025, Quang Ninh welcomed nearly 7.6 million visitors, an increase of 7% over the same period in 2024. Of which, international visitors are estimated at 1.57 million; overnight guests are estimated at 1.9 million. Total tourism revenue is estimated at VND 18,310 billion, an increase of 26% over the same period in 2024. Notably, during the 5-day holiday from April 30 to May 1 (from April 30 to May 4), the whole province welcomed over 1.1 million tourists, reaching 112% over the same period in 2024. It is expected that in the second quarter of 2025, Quang Ninh tourism industry will reach the target of welcoming 5.3 million visitors; total tourism revenue is estimated at VND 14,720 billion.
