● Reporter: After the merger of provinces, what fundamental changes have there been in the education and training sector, madam?
- Dr. Le Thi Huong : The merger of provinces is a major step, requiring the reorganization of the education management apparatus in a scientific, streamlined and effective manner. Currently, the sector has nearly 940 units and schools, with management scale spread across the entire province. The sector has rearranged professional departments, assigned specific tasks to each department and unit, and reduced intermediary contacts. In particular, implementing the two-level local government model, there is no longer a district-level Department of Education and Training.
The Department of Education and Training continues to review the resolutions of the People's Council and the decisions of the People's Committees of the two former provinces (Quang Tri and Quang Binh ) to determine which policies are still appropriate, or overlap, need to be supplemented or abolished, thereby proposing reasonable solutions to ensure a clear and unified legal corridor, facilitating management work and putting it into stable operation right from the beginning.
In the context of merging administrative units at commune and provincial levels, textbook materials for some subjects will change. Therefore, the sector will focus on reviewing and adjusting the content of local education subjects, ensuring that they are consistent with the administrative boundaries, historical traditions and culture of Quang Tri province after the merger.
● Reporter: Could you please tell us about the difficulties, obstacles and solutions for the whole industry in the current period?
- Dr. Le Thi Huong : One of the immediate difficulties is that there is no longer a model of district-level Department of Education and Training. Therefore, the Department of Education and Training will further strengthen professional guidance at the grassroots level, especially at schools in remote and isolated areas. In addition, the situation of local surplus and shortage of teachers, lack of solid classrooms, and unsynchronized teaching equipment, especially in remote and isolated areas, are also major obstacles for the sector, significantly affecting the implementation of the contents of the 2018 General Education Program.
For continuing education and vocational education, the sector is facing a shortage of permanent teachers, subject classrooms and teaching equipment. The work of building schools that meet national standards is still difficult due to many reasons such as the facilities of some schools are not uniform, lack of space, lack of functional classrooms, lack of teachers, the number of students per class is higher than the regulations...
To overcome these difficulties, the education and training sector continues to review and arrange its staff, rotate and transfer staff and teachers appropriately to balance human resources. The sector will pay more attention to training and improving professional capacity and digital transformation skills for staff and teachers.
On the other hand, effectively use the state budget and mobilize all resources to invest in education, prioritizing disadvantaged localities. Focus on investing in facilities and teaching equipment to effectively implement the new general education program and textbooks. Another important task is to re-compile local educational materials according to the new administrative boundaries to ensure that teaching content is close to reality, accurately reflecting the cultural, historical, economic and social characteristics of the locality after the merger and boundary adjustment.
In preparation for the new school year, the Education and Training sector has been focusing on implementing many specific activities such as reviewing facilities, equipment, staff, teachers, organizing delegations to visit and encourage staff, teachers, and students of schools in remote, isolated, and disadvantaged areas of the province. Thereby, grasping the actual situation to have measures to remove difficulties for schools in the new school year. At the same time, the sector also strengthens the direction of educational institutions to prepare carefully and fully to organize the opening ceremony to ensure solemnity, economy, and civilization, creating a joyful atmosphere among teachers and students to enter the new school year with new beliefs and new expectations for changes in the whole sector. |
● Reporter: The whole sector currently has 2 specialized high schools and many schools with names that are based on the old commune, district, province, or have the same name. So does the education and training sector have any plans to make appropriate changes? Could you please share more?
- Dr. Le Thi Huong : This is an identified problem. Currently, the whole sector has a number of schools named after the old administrative units, some schools have duplicate names, causing difficulties in management. The Education and Training sector has directed a comprehensive review and made a list of proposals to rename school units, submitted to the Provincial People's Committee, the Department of Home Affairs and competent authorities for consideration to rename on the basis of suitability with reality. The renaming will be carried out carefully, based on preserving the traditions, local identity and the history of the formation of school units.

● Reporter: What are the priority tasks in the coming time, especially the preparation for the new school year, madam?
- Dr. Le Thi Huong : The Education and Training sector is focusing all its efforts on stabilizing the organizational structure, management personnel at all levels and the teaching staff, and promptly supplementing the shortages. On the other hand, renovating and repairing school facilities to ensure safe teaching and learning conditions for educational institutions. Strengthening training and professional development for teachers and promoting the application of information technology and digital transformation to innovate and improve the quality of management, teaching and learning, meeting the requirements of the 2018 General Education Program. Another important task is to update and compile local education, and complete documents suitable for the boundaries, history and culture of the new province.
