Education sector of 34 provinces and cities after merger: Determined to maintain quality

On June 12, 2025, the National Assembly passed a resolution on the arrangement of provincial-level administrative units, accordingly, the entire area and population of Hai Phong city and Hai Duong province were merged into the new Hai Phong city.

This event not only has strategic significance for the socio -economic development of the Red River Delta, but also poses an urgent need for restructuring the apparatus, especially in the education and training sector, a large-scale, complex, and highly specialized sector with far-reaching impacts.

The leader of the Department of Education and Training of Hai Phong said: Implementing the direction of the Central Government and related ministries and branches, the Department of Education and Training of Hai Phong and Hai Duong (old) has proactively taken steps to merge the organization, apparatus, functions and tasks. This process is not a mechanical addition, but requires a flexible, synchronous, responsible transition, ensuring consistency in the State management of education .

Currently, the educational scale of Hai Phong city includes 1,632 educational institutions (1,420 public educational institutions, 212 private educational institutions); 8 universities; 652 foreign language centers, foreign language, information technology, life skills, extracurricular activities, study abroad consulting centers; 424 community learning centers. In addition, the city is managing 78 vocational education institutions and enterprises participating in these activities, including 21 colleges, 15 secondary schools, and other centers and facilities.

This is an important foundation to help the city meet the demand for training high-quality human resources for the new development stage. Under the close leadership and direction of the Ministry of Education and Training, the City Party Committee, the City People's Committee, and the synchronous participation of the entire political system and the people, the Hai Phong Education sector has basically maintained stable operations.

“The merger of Ben Tre, Tra Vinh and Vinh Long provinces into a new administrative unit is a major policy of the Central Government, posing many great opportunities and challenges for the education sector. The Department of Education and Training has been working with the spirit of urgency and the highest responsibility to ensure stability, inheritance and development, worthy of the trust of the Party Committee, government and people of the province.”

Sharing this, Ms. La Thi Thuy - Director of the Department of Education and Training of Vinh Long said: After the merger, the new Vinh Long province has become one of the largest education and training centers in the Mekong Delta region. The scale of the school network, the team of managers, teachers and the number of students have increased significantly (3 times).

Specifically, the province has more than 1,400 educational institutions from preschool to general education and continuing education. The total number of managers, teachers and staff in the whole sector is up to 41,472 people. This is an extremely large human resource, a key factor to improve the quality of education.

Regarding higher education and vocational education: Vinh Long Province (new) has many prestigious universities and colleges such as Tra Vinh University, Vinh Long University, Vinh Long Technical Pedagogical University and other colleges. This creates a complete educational ecosystem, capable of training high-quality human resources locally, serving the socio-economic development of the locality and region.

“This large scale is both a potential and a challenge, requiring State management to have a more comprehensive, strategic and scientific vision,” Ms. La Thi Thuy shared.

Dong Thap province (new), merged from Tien Giang and Dong Thap provinces (old). According to information from the Director of the Department of Education and Training Le Quang Tri, because the two departments of education and training had prepared, actively coordinated early, and built a merger project, so far everything has gone smoothly. Officials, civil servants, and public employees have settled down and are comfortable in their work.

The Department of Education and Training shall provide early training for education officers in communes/wards; require educational institutions to review facilities and staff; make recruitment plans and repair degraded facilities; and ensure all conditions for the new school year 2025-2026.

Identify the difficulty

Identifying some difficulties after the merger, the Director of the Department of Education and Training of Vinh Long mentioned the lack of uniformity in the management system and working culture; difficulties in arranging and perfecting the personnel apparatus; large management scale and geographical distance; unification of specific mechanisms and policies of the locality.

Accordingly, each Department of Education and Training previously had its own system of management documents, work processes, management software (human resource management, scores, industry databases, etc.) and even its own "working culture". The unification and standardization of all these systems to create a common, smooth operating mechanism requires time, resources and changes in working habits to suit reality.

The merger of three management apparatuses into one has led to redundancy in some job positions, especially in the department's specialized departments. Therefore, it is necessary to carry out the work of arranging and reassigning the management staff in a fair, transparent, reasonable manner, based on capacity and job requirements, ensuring a streamlined and effective apparatus without affecting the thoughts, feelings and dedication of cadres and civil servants.

The management scope of the new provincial Department of Education and Training spans a large area with diverse terrain (islands, coastal areas, etc.), so there are some difficulties in organizing concentrated professional activities, inspection, supervision and travel of civil servants and public employees.

In addition to the general policies of the Central Government, each province may have previously had its own resolutions and policies to support education (for example: Policies to attract good teachers, support students in difficult circumstances, investment in specialized schools, etc.). Therefore, it is necessary to review, evaluate and advise the Provincial Party Committee, People's Council, and Provincial People's Committee to develop general policies, ensuring consistency, fairness and suitability with the development practices of the entire province.

“Despite facing many difficulties, we identify these as inevitable challenges in the early stages of the revolution in streamlining and streamlining the administrative apparatus. With the deep concern of the provincial leaders, the consensus of the entire team of teachers and education managers, along with a scientific roadmap and plan, we believe that the Education sector of Vinh Long province (new) will soon overcome these difficulties to stabilize and enter a new stage of development - the era of national growth”, Ms. La Thi Thuy shared.

During the merger process, the leaders of the Hai Phong Department of Education and Training also acknowledged that there were some initial difficulties. Accordingly, the scale of education after the merger expanded rapidly, the number of staff, teachers and students increased significantly, leading to great pressure in management and operation.

Changes in organization and personnel due to the merger have caused some disruption, requiring work to be maintained continuously and without interruption. Some documents and instructions from superior agencies in the initial stages of the merger are in the process of being finalized to be closer to reality, thus more or less affecting the progress of task implementation at the local level.

Maintain quality, ensure continuity

Clearly identifying the initial difficulties, the Department of Education and Training of Hai Phong city has proactively and resolutely implemented synchronous solutions with the determination to maintain the quality of education and ensure consistency in management. Specifically:

Firstly, conduct a comprehensive review of the apparatus, reorganize the organization in a streamlined, effective and efficient manner with the motto "6 clear": Clear people, clear work, clear time, clear responsibility, clear products, clear authority.

Second, ensure that the task transfer takes place smoothly, leaving no management gaps. Promote administrative reform, apply digital transformation, and connect from the department to each school and educational institution, helping to maintain stability in all professional activities throughout the industry.

Third, actively carry out activities to prepare for the new school year, especially training, professional development, innovation in teaching methods, and testing and evaluation to meet the requirements of the 2018 General Education Program, ensuring the best conditions when entering the new school year 2025 - 2026.

Fourth, pay attention to building a team of cadres and teachers to meet new requirements, ensuring appropriate policies and regimes.

Since the merger policy was announced, the Director of the Department of Education and Training of Vinh Long said that the education sector has identified the top priority task as “Stability - Inheritance - Integration - Development”. To achieve this goal, synchronous solutions have been proactively and resolutely implemented. Specifically as follows:

Firstly, quickly stabilize the organizational structure and unify the State management work. Accordingly, develop a roadmap and detailed plan to merge the management apparatus of the three old Departments of Education and Training. Review and rearrange the organizational structure of the new provincial Department of Education and Training in a streamlined and efficient manner.

The arrangement and assignment of cadres, civil servants and public employees is carried out publicly and transparently, based on capacity and expertise, and ensures solidarity and unity throughout the sector. Promptly issue directives and instructions on expertise, tasks, etc., applicable to the entire province, without creating legal gaps in management.

Second, ensure that all professional activities take place normally and improve quality. Thoroughly implementing the spirit of “all for beloved students”, any changes in management must absolutely not affect teaching and learning at educational institutions. All policies and regimes for students must be fully and promptly ensured.

The Education sector coordinates with local authorities and connects with education officials to promptly resolve difficulties and obstacles at the grassroots level. Work continues to be carried out in accordance with regulations, such as: High school graduation exams, admissions at the beginning of the school year; preparing conditions for the opening of the new school year.

The Department of Education and Training also organizes networking activities for teachers to have the opportunity to exchange, learn, share experiences, and create a common professional space. Accelerate the integration of industry databases of the three former provinces into a common system to serve the management, reporting, and direction of operations accurately and quickly.

Third, stabilize the ideology and ensure the regime and policies for the teaching staff by paying attention to and listening to the thoughts and aspirations of cadres and civil servants, promptly answering questions, creating consensus and peace of mind at work.

Implement timely, fully, and correctly the policies of cadres, civil servants, public employees, and workers without interruption or disruption. At the same time, review and unify specific local policies to ensure fairness throughout the industry.

Mr. Luyen Huu Chung - Deputy Director in charge of Lao Cai Department of Education and Training said: After the merger, Lao Cai Department of Education and Training quickly stabilized the organization, stabilized ideology, and ensured policies for the team.

Professional work continues to be implemented, ensuring no interruptions; including the work of grading high school graduation exams, admissions at the beginning of the school year, preparation for the summary of the 2024-2025 school year and implementation of tasks for the 2025-2026 school year... Particularly, teacher training has encountered some difficulties because the number of educational institutions in the province after the merger has reached more than 1,000, with nearly 35,000 teachers, while there is no longer a Department of Education and Training.

Administrative procedures have also been basically completed. Accordingly, the Department of Education and Training has advised the province on renaming and transferring educational institutions to communes/wards, or to the Department of Education and Training according to decentralization; advised on issuing decisions on functions, tasks, and powers of each type of school; coordinated with the Department of Home Affairs to guide the commune level on decentralization of State management of local authorities at 2 levels in the field of education and training. Basically, communes and wards in the province have issued regulations on the position, functions, and powers of the Department of Culture and Society - in charge of the field of education, under the People's Committee of the commune.
