This morning, January 7, the Hanoi People's Committee held an online conference to review the work of the Home Affairs sector in 2024 and deploy tasks in 2025.

According to the leader of the Hanoi Department of Home Affairs, in 2024, the Capital's Home Affairs sector has proactively deployed and organized the implementation of tasks with the spirit of innovation - science - quality - efficiency; contributing to the completion of the city's socio-economic development targets in 2024.

With a sharp increase in workload, many new and difficult tasks, however, with the initiative, closely following the instructions of the Ministry, the branches, the directions of the City Party Committee, the City People's Committee and the efforts of the staff, civil servants and public employees (CBCCVC), the City's Home Affairs sector has advised on the effective and timely implementation of key tasks, continuing to consolidate the prestige and position of the City's Home Affairs sector.

Overview of the Conference summarizing the work of the Home Affairs sector in 2024 and deploying tasks in 2025

Typically, the sector completed the appraisal and approval of the job position project (VTVL) of agencies and units under the city; innovated the civil servant recruitment work towards focusing on input quality; completed the plan to arrange administrative units for the period 2020-2025; advised on the timely construction of a sufficient number of resolutions of the City People's Council to serve the implementation of the Capital Law.

At the same time, in the past year, the industry has strongly innovated training and fostering work in the direction of increasing decentralization and focusing on training and fostering in the fields of digital transformation, urban areas, transportation, etc.; promptly summarized the implementation of Resolution 18-NQ/TW of the Central Committee and proposed a comprehensive plan on streamlining the organizational apparatus to be streamlined, effective, and avoid overlap; appraised and submitted to the City People's Committee to issue regulations on the functions and tasks of departments, branches and sectors.

From looking directly at some existing problems and limitations that need to be overcome soon, in 2025, the Hanoi Department of Home Affairs identified 9 key task groups and 10 task groups according to the fields to focus on implementing.

At the same time, review, guide the development and approval of job position projects for departments and equivalent agencies; People's Committees of districts, towns; public service units under the City to reorganize according to the policy of the Steering Committee summarizing Resolution 18-NQ/TW; continue to innovate and improve the effectiveness of training and fostering of civil servants and public employees in the government sector in the direction of focusing on specialized specialized content to meet the requirements of the new development stage; advise on amending regulations, rules, and work procedures to ensure that the new organizational model after reorganization operates smoothly, effectively, and efficiently...

Speaking at the Conference, Chairman of the City People's Committee Tran Sy Thanh said that in 2024, the City mobilized the drastic and effective participation of the entire political system, together with the support of the business community and the people of the Capital, and achieved important and comprehensive results in all fields. "In the general achievements of the City in 2024, there are very important contributions from the Capital's Home Affairs Department, especially in advising on work resolution and methods of implementing tasks. The coordination between the Department of Home Affairs and agencies and units has many innovations and is more substantial, helping to implement resolutions, conclusions and directions of the Standing Committee and the Standing Committee of the City Party Committee more quickly and effectively" - Chairman of the City People's Committee commented.

Agreeing with the 9 key task groups set out in the 2025 work plan, the Chairman of the City People's Committee requested the entire industry to pay attention to a number of specific issues in the coming time.

In particular, the sector clearly identified the causes of the achieved results and some existing problems and limitations, in order to make joint efforts to promote the results and have effective solutions to overcome the existing problems. According to the Chairman of the City People's Committee, Hanoi has a large workload and a small workforce, so the Home Affairs sector needs to advise on solutions so that cadres, civil servants and public employees are not overloaded in the direction of enhancing skills, applying digital transformation, and enhancing innovation and creativity. With an area of ​​30 districts, towns, more than 500 communes, wards and townships, more than 10 million people, about 400,000 enterprises..., Hanoi needs to have a different way of social governance than other provinces and cities, aiming to achieve the highest efficiency and the highest possible growth in 2025 - this is a big problem for the Home Affairs sector and the city's departments and branches.

“The administrative system of Hanoi must certainly be different from other provinces and cities, and it is important to be suitable for the specific requirements of the capital. The goal is to operate the system smoothly and efficiently, to promote all sectors and achieve the highest possible growth this year. To do so, first of all, the thinking and awareness of the staff and civil servants in the industry must be “revolutionary”; determine internal procedures and coordination procedures, ensure that people are clear about tasks and implementation times, in the spirit of fighting waste, removing obstacles, and promoting work quickly and conveniently,” the Chairman of the City People's Committee stated.

Emphasizing that 2025 will see many important events for the country and the capital, the Chairman of the City People's Committee requested the City's Home Affairs Department to pay attention to advising on the effective implementation of emulation movements in a practical and in-depth manner. In his speech accepting the direction of the Chairman of the City People's Committee, Director of the Hanoi Department of Home Affairs Tran Dinh Canh affirmed that the sector will seriously supplement and complete the work plan for 2025. In particular, in the immediate future, this year, the sector will focus highly on advising on the work of reorganizing the apparatus and streamlining the payroll in accordance with the direction of Resolution 18-NQ/TW, ensuring that it does not affect the implementation of the city's political tasks.

The Department of Home Affairs strives to submit to the City People's Committee Personnel Committee the plan for departments and units under the departments as well as the departments of the City People's Committee after the rearrangement before January 25, 2025; is developing a document guiding the principles and criteria for departments to arrange and implement the arrangement of heads, deputy heads, and civil servants of departments when rearranging. At the same time, the Department will advise the City People's Committee to draft a Resolution of the City People's Council to specifically implement Decree No. 178/CP on resolving redundant staff due to the rearrangement of the organizational apparatus, in the direction that Hanoi will have a number of special regimes.
