This morning, January 7th, the Hanoi People's Committee held an online conference to summarize the work of the Interior Affairs sector in 2024 and to implement tasks for 2025.
Tran Sy Thanh, Member of the Central Committee of the Party, Deputy Secretary of the Hanoi City Party Committee, and Chairman of the Hanoi People's Committee, presided over the conference.
Attending the conference were: Vice Chairman of the City People's Council Pham Qui Tien; Deputy Head of the City Party Committee's Organization Department Nguyen Minh Long; leaders of the Department of Internal Affairs and other departments, agencies, districts, and towns of the city.

According to the leaders of the Hanoi Department of Internal Affairs, in 2024, the Capital's Internal Affairs sector proactively implemented and organized tasks with a spirit of innovation, science, quality, and efficiency; contributing to the achievement of the city's socio -economic development targets for 2024.
Despite a significantly increased workload, numerous new and challenging tasks, the Department of Internal Affairs of Ho Chi Minh City, through proactive efforts, close adherence to guidance from ministries and agencies, directives from the City Party Committee and People's Committee, and the dedication of its staff, has effectively advised on and implemented key tasks on schedule, further strengthening the prestige and position of the Department of Internal Affairs of Ho Chi Minh City.
Notably, the sector completed the assessment and approval of job position schemes for agencies and units under the city; reformed the civil servant recruitment process to focus on the quality of entry-level candidates; completed the plan for administrative unit restructuring for the 2020-2025 period; and advised on the timely and sufficient development of resolutions of the City People's Council to serve the implementation of the Law on the Capital City.
Simultaneously, over the past year, the sector has strongly reformed its training and professional development programs, focusing on increasing decentralization and concentrating training in areas such as digital transformation, urban planning, and transportation; promptly summarizing the implementation of Resolution 18-NQ/TW of the Central Committee and proposing a comprehensive plan for streamlining the organizational structure to ensure efficiency and avoid duplication; and appraising and submitting to the City People's Committee for promulgation regulations on the functions and tasks of departments and agencies.
Simultaneously, we will strongly innovate the assessment and scoring of administrative reform indicators and effectively implement the two sets of administrative reform indicators for public service units and joint management units to improve the quality of service to the people; continue to enhance the effectiveness and role of inspection and supervision of public service in conjunction with the implementation of the City Party Committee's Directive 24 on administrative discipline and order; and launch and implement many emulation movements and events commemorating the 70th anniversary of the Liberation of Hanoi effectively....
By directly addressing a number of existing shortcomings and limitations that need to be rectified soon, in 2025, the Hanoi Department of Interior Affairs has identified 9 key task groups and 10 task groups across various fields that it will focus on implementing.
Specifically, the department will advise the city on plans for organizing the structure and staffing of departments and equivalent units, public service units under the City People's Committee, and departments and units under the district-level People's Committees, in accordance with the directives of the Steering Committee for summarizing Resolution 18-NQ/TW dated October 25, 2017, of the 12th Central Committee; and advise on the development of resolutions of the City People's Council and decisions of the City People's Committee to concretize and implement the Law on the Capital City according to the 2025 plan.
Simultaneously, review and guide the development and approval of job position schemes for departments and equivalent agencies; district, county, and town People's Committees; and public service units under the City's administration implementing restructuring according to the guidelines of the Steering Committee for summarizing Resolution 18-NQ/TW; continue to innovate and improve the effectiveness of training and professional development for civil servants and public employees in the government sector, focusing on in-depth professional content to meet the requirements of the new development phase; advise on amending regulations, rules, and work procedures to ensure the new organizational model after restructuring operates smoothly, effectively, and efficiently…
Implement a "revolution" starting from awareness and thinking.
Speaking at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh stated that in 2024, the city mobilized the decisive and effective participation of the entire political system, along with the support and cooperation of the business community and the people of Hanoi, achieving important and comprehensive results in various fields. "Among the overall achievements of the city in 2024, the Hanoi Department of Internal Affairs made a very important contribution, especially in advising on and resolving issues, and in the methods of managing and implementing tasks. The coordination between the Department of Internal Affairs and other agencies and units has become more innovative and substantive, helping to implement resolutions, conclusions, and directives of the Standing Committee and the Standing Board of the City Party Committee more quickly and effectively," the Chairman of the People's Committee remarked.
The Chairman of the People's Committee of Ho Chi Minh City also noted that the Department of Internal Affairs has coordinated well with other departments, agencies, the People's Committees of districts, towns, and cities, and other units under the city's authority, thereby creating unity and sharing in the implementation of policies on organizational restructuring, staffing, personnel work, resolving policy issues, recruitment, training and development, religion, emulation and commendation, etc.

In agreement with the nine key tasks outlined in the 2025 work plan, the Chairman of the People's Committee of Ho Chi Minh City requested that all sectors pay attention to a number of specific issues in the coming period.
In this context, the sector clearly identifies the causes of the achievements as well as some shortcomings and limitations that have been pointed out, in order to work together to build on the results and find effective solutions to overcome the shortcomings. According to the Chairman of the Hanoi People's Committee, Hanoi has a large workload and a limited workforce, so the Department of Internal Affairs needs to advise on solutions to prevent officials and civil servants from being overloaded by enhancing skills, applying digital transformation, and increasing innovation and creativity. With an area of 30 districts, counties, and towns, more than 500 communes, wards, and townships, over 10 million people, and about 400,000 businesses, Hanoi needs a different approach to social governance compared to other provinces and cities, aiming to achieve the highest possible efficiency and growth rate in 2025 - this is a major challenge for the Department of Internal Affairs and the city's departments and agencies.
“The governance system of Hanoi must certainly be different from other provinces and cities; importantly, it must be suitable for the specific requirements of the capital city. The goal is to operate the system smoothly and efficiently, to promote various sectors and achieve the highest possible growth rate this year. To achieve this, first and foremost, the thinking and awareness of the officials and civil servants in the sector need to be ‘revolutionary’; defining internal processes and coordination procedures, ensuring clarity of responsibilities, tasks, and timelines, while combating waste, resolving obstacles, and promoting work quickly and smoothly,” the Chairman of the Hanoi People's Committee stated.
Regarding specific tasks such as organizational restructuring, the Chairman of the People's Committee of Ho Chi Minh City noted that the Department of Internal Affairs and the City's Department of Internal Affairs need to advise the city on the best solutions for implementation, especially ensuring a balance of interests, stabilizing the morale of officials and civil servants, and aligning with overall development.
Emphasizing that 2025 will be a year of many significant events for the country and the capital, the Chairman of the Hanoi People's Committee requested the Department of Internal Affairs to pay attention to advising on and implementing emulation movements effectively, in a substantive and in-depth manner. “With the new mindset, conditions, and circumstances, but with the tradition of unity, dedication, responsibility, and the decisive involvement of the leadership team and the staff, we are confident that the Department of Internal Affairs of Hanoi will continue to achieve even greater achievements in 2025 and the following years, making a worthy contribution to the construction and development of the capital and the country,” said the Chairman of the Hanoi People's Committee.
In his statement acknowledging the directives from the Chairman of the Hanoi People's Committee, the Director of the Hanoi Department of Internal Affairs, Tran Dinh Canh, affirmed that the department will seriously supplement and refine its work plan for 2025. Specifically, this year, the department will focus intensely on advising on the reorganization of the administrative apparatus and streamlining personnel in accordance with Resolution 18-NQ/TW, ensuring that this does not affect the implementation of the city's political tasks.
The Department of Internal Affairs is striving to submit to the Steering Committee of the Hanoi People's Committee by January 25, 2025, a plan for the reorganization of departments and units under the departments as well as departments of the Hanoi People's Committee. It is currently developing a guiding document on the principles and criteria for departments to reorganize and assign heads, deputy heads, and civil servants to departments after the reorganization. At the same time, the Department will advise the Hanoi People's Committee on the development of a Resolution of the Hanoi People's Council to concretize Decree No. 178/CP on resolving redundant personnel due to organizational restructuring, with Hanoi having some special regulations.
