Actual records at many tax dossier reception points in the city show that after nearly 2 months of implementing the 2-level local government model, tax administrative procedures have not been interrupted and have been resolved smoothly.
At Tax Point No. 9, Ms. Le Hai Ha, Thanh Dong Ward, said that it only took her about 15 minutes to complete the procedure for registering a personal tax code through the electronic system of Hai Phong City Tax. “The steps for declaring and submitting documents on the electronic system are quite easy, the interface is clear. Thanks to the enthusiastic guidance from the tax officer, I completed the documents quickly,” Ms. Ha shared.
Similarly, at the Hai An Ward Public Administration Service Center, Ms. Pham Thi Tuyen came to pay the motorbike registration fee and received full support, helping to save time. Ms. Tuyet said, I thought it would take a long time to wait but unexpectedly everything was resolved quickly.
According to Mr. Nguyen Tien Truong, Head of Hai Phong City Tax, to prepare for the operation of the new government model, the unit has reviewed and standardized all taxpayer data, while ensuring that information on tax obligations is fully updated on electronic management systems. The handover between units is also tightly organized, without interrupting work.
The entire technology application system of the Hai Phong Tax Department, from centralized tax management software, electronic invoices, Electronic Tax Transaction Portal (eTax), eTax Mobile application... all operate stably in the new organizational model. People and businesses coming to carry out procedures are guided and supported, ensuring that the progress of file processing is not affected.
In particular, the team of tax officials and civil servants is rearranged according to the principle of "people follow the work" and "taxpayer-centered service". The list of support staff is transparently published on the website and at the headquarters of tax authorities at all levels.
Towards people and businesses

After implementing the new model, Hai Phong City Tax Department now has 15 affiliated departments (5 staff departments, 6 business management and support departments, 4 inspection departments) and 14 basic tax departments, corresponding to the city's 2-level government model.
Mr. Nguyen Tien Truong added that the new model of Hai Phong Tax fully supplements the functions and tasks according to specialized legal regulations, while clearly assigning and decentralizing tasks between levels, avoiding overlap or duplication in performing tasks.
Tax management processes such as registration, declaration, tax payment, tax refund, tax exemption, etc. are automated and synchronized with the electronic risk analysis system. Thanks to that, taxpayers can perform most procedures online, minimizing costs and time.
To date, 100% of internal documents are sent and received electronically. All administrative procedures under the jurisdiction of the Tax Department are received and processed online, helping to promote digital transformation in the local tax sector.
To ensure the smooth operation of the apparatus transition process, from mid-July until now, Hai Phong City Tax has organized 7 inspection teams at its affiliated units, focusing on implementing administrative procedures and inspecting public services at 114 commune-level Public Administration Service Centers.
Through this activity, many initial difficulties and obstacles in the process of model conversion were promptly resolved. Supervision of civil servants in handling opinions and feedback from people and businesses was also enhanced, helping to improve service quality and operational efficiency of the entire sector.
In addition, propaganda and guidance for people and businesses in tax procedures are also focused. From the City Tax Department to grassroots units, direct guidance and support are organized via hotlines and electronic information pages, creating convenience for taxpayers to access information.
Thanks to stable and effective operation, by the end of July 2025, the total state budget revenue in Hai Phong city reached 66,723 billion VND, equal to 89.3% of the ordinance estimate and increased by 40.7% over the same period last year. Of which, excluding land use fees and land rent, the budget revenue reached 37,908 billion VND, equal to 83.2% of the estimate, increased by 35.2% over the same period. This result reflects the efforts of the city's Tax sector in quickly adapting and effectively operating under the new organizational model, ensuring uninterrupted tax collection activities, contributing to stabilizing the local socio -economy.
With the motto of “taking people and businesses as the center of service”, Hai Phong Tax Department affirms its pioneering role in administrative reform, modernizing tax management, meeting the requirements of the 2-level local government model. This is an important step, contributing to improving the effectiveness and efficiency of tax management, in line with the current digital transformation trend.
