Chief of the Office of the Ministry of Construction Ngo Lam said that the growth of the construction industry in 2024 will exceed the target assigned by the Government in Resolution No. 01/NQ-CP of 6.4-7.3%. This is the driving force for the overall GDP growth of the economy . The urbanization rate reached 44.3%, exceeding the target assigned by the Government of 43.7%.
During the year, institutional improvement work received special attention and had many bright spots. Notably, the National Assembly passed the Law amending and supplementing a number of articles of the Housing Law and the Law on Real Estate Business, which will take effect early from August 1, 2024; submitted to the Government and the Prime Minister for promulgation and promulgated under its authority guiding documents to ensure simultaneous effect; passed the Law on Urban and Rural Planning; and included in the 2025 Law and Ordinance Development Program for 2 law projects (Law on Urban Development Management and Law on Water Supply and Drainage).

The Ministry of Construction has seriously implemented Resolution No. 06-NQ/TW dated January 24, 2022 on planning, construction, management and sustainable development of Vietnam's urban areas to 2030, with a vision to 2045. The Ministry has issued documents urging ministries, branches and localities and has reported to the Government on the implementation of the resolution.
In particular, the ministry has advised the Government and the Prime Minister on many drastic and effective solutions to remove difficulties and obstacles for the real estate market.
At the same time, many solutions were proposed to promote the implementation of the "Project to invest in at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period".
In which, many conferences have been organized to deploy, urge, and remove difficulties... Through synthesizing reports from localities, from 2021 to present, nationwide, 644 social housing projects have been implemented with a scale of more than 580,000 units.
In 2025, the Ministry of Construction will continue to focus on drafting draft laws in the 2025 Law and Ordinance Development Program; documents detailing laws assigned to be drafted will be submitted in 2025, documents in the 2024 Work Program will be postponed to 2025...
In addition, organize the implementation of the master plan for the urban and rural system for the period 2021-2030, with a vision to 2050. Research and develop the National Program on renovation, embellishment, reconstruction of urban areas and development of urban and technical infrastructure for the period 2026-2030...
Minister of Construction Nguyen Thanh Nghi emphasized that in 2025, units under the ministry will focus on implementing well the work of restructuring the organization and apparatus, considering this the top priority task.
Localities focus on allocating land funds, removing difficulties to promote the development of social housing; promote the development of workers' housing; urgently accelerate housing support programs for people with meritorious services. At the same time, closely coordinate with the Ministry of Construction in deploying and implementing tasks and fields under the construction sector.
In 2024, the Department of Construction of Vinh Long province will focus on implementing the tasks assigned by the Ministry of Construction and the People's Committee of Vinh Long province; issue a plan for key tasks in 2024, specifying major tasks with key focus. Thereby creating positive changes as an important basis for completing the 2024 task plan of the industry. Accordingly, the set plan targets have been completed and exceeded, specifically: the rate of households using clean water from the centralized water supply system in the urban area reached 99.3%; the average housing area is 28.9m2 floor/person. During the year, the real estate market recorded many positive signs of recovery, the level of interest in real estate tended to increase. The situation of spontaneous subdivision and sale of land in urban areas basically did not arise. From August 1, 2024, the Land Law, Housing Law and Real Estate Business Law took effect, having a positive impact, removing long-standing legal barriers, creating new momentum to promote the recovery and development of the real estate market in the last months of 2024... |
