On May 13, the National Assembly discussed in the Hall about resolutions, including special policies and mechanisms for the development of Hai Phong City.

According to the agenda of the 9th session of the 15th National Assembly, on May 13, the National Assembly worked in the hall to listen to the Report and a number of Resolutions of the National Assembly, including a resolution on piloting a number of special mechanisms and policies for the development of Hai Phong city.

In the morning session, the National Assembly discussed the following contents: Listening to the Submission and Report on the examination of the draft Resolution of the National Assembly replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; Listening to the Report on explanation, acceptance and revision of the draft Law on Management and Investment of State Capital in Enterprises; Discussing a number of contents with different opinions of the draft Law on Management and Investment of State Capital in Enterprises.

In the afternoon session, the National Assembly listened to the Submission and the Report on the examination of the draft Resolution of the National Assembly on extending the period of exemption from agricultural land use tax as stipulated in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which was amended and supplemented by a number of articles under Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14; listened to the Submission and the Report on the examination of the draft Resolution of the National Assembly on reducing value added tax; discussed the draft Law on Science, Technology and Innovation.

Previously, in the morning session on May 12, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Chairman of the National Assembly's Delegation Work Committee Nguyen Thanh Hai present the Report and Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh present the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; Vice Chairman of the National Assembly Nguyen Thi Thanh presented the Report on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term and the Report on the national election day for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Chief Justice of the Supreme People's Court Le Minh Tri presented the Submission and Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law and the Law on Mediation and Dialogue at Court.

Next, the National Assembly listened to Member of the National Assembly Standing Committee Phan Van Mai present a Report explaining, accepting and revising the draft Law on Corporate Income Tax (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Corporate Income Tax (amended).

At the discussion session, 18 National Assembly deputies spoke and 3 National Assembly deputies debated, in which the majority of deputies highly appreciated the preparation of the Report on explanation, acceptance and revision by the National Assembly Standing Committee; and at the same time agreed with many contents of the draft Law.

In order to contribute to perfecting the draft Law, ensuring feasibility, meeting practical requirements and the consistency and unity of the legal system, National Assembly deputies focused on discussing: taxpayers; taxable income; tax-exempt income; deductible and non-deductible expenses when determining taxable income; tax rates; tax calculation methods and tax incentives (including issues on scope, tax incentive fields, incentives in expansion investment activities, special incentives); loss transfer; setting up the Science and Technology Development Fund of enterprises; tax exemption for grants received for use in science and technology development, innovation and digital transformation; offsetting profits and losses from real estate business and other business activities; handling issues related to global minimum tax; application of law; Transitional provisions and effective date of the Law (some opinions suggest that the Law take effect as early as October 1, 2025).

At the end of the discussion session, Minister of Finance Nguyen Van Thang, on behalf of the presenting agency and the agency in charge of verification, spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon session of the same day, the National Assembly discussed in groups the following contents: Draft Law on Personal Data Protection; Draft Law on amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law and the Law on Mediation and Dialogue at Court; Draft Law on amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
