Comrade Nguyen Duc Trung, Secretary of Nghe An Provincial Party Committee, said that by this morning, the province had evacuated 10,242 households with 39,476 people from 10 coastal communes and wards.

Faced with the complicated developments of storm No. 5, Nghe An provincial leaders have also divided into many working groups to closely follow the locality, directing the local authorities and people to fight the storm. Accordingly, the working group led by Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee, inspected and directed storm response work at Lach Quen Port and Lach Con Port. Accompanying them were Colonel Dinh Viet Dung, Director of the Provincial Police; leaders of relevant departments, branches and localities.

Nghe An has 82km of coastline, including 4.8km of dykes and 11.65km of embankments. The dykes and embankments are designed to withstand level 10 storms. Some of the key sea dykes are Dien Chau and Quynh Phu... In addition to evacuating people, the province has also mobilized forces to be on duty and prepared materials to ensure timely handling when incidents occur.

Also this morning, Chairman of Nghe An Provincial People's Committee Le Hong Vinh signed and issued an urgent dispatch on temporary road closures to prevent and combat storm No. 5. Accordingly, Nghe An province requires people without duties to not go out on the streets from 11:00 a.m. on August 25 to ensure absolute safety for life and health.

The dispatch clearly stated that, in order to strengthen urgent measures to respond to storm No. 5, the Chairman of Nghe An Provincial People's Committee requested the Director of the Department of Construction to preside over and coordinate with the Provincial Police, the Department of Agriculture and Environment and the People's Committees of localities to urgently identify key routes that are directly affected by the storm. The functional forces organized checkpoints and temporarily closed the road to all vehicles, except for priority vehicles, prevention, rescue and relief forces on duty.

For routes at high risk of landslides and flooding, especially in mountainous areas, the Provincial People's Committee requires localities to organize warnings and send forces on duty to prohibit people and vehicles from passing, ensuring safety for the people.

The Chairman of the Provincial People's Committee also assigned the Provincial Police to preside over and coordinate with relevant units to implement a temporary road closure plan, ensure traffic order and safety, and strictly handle individuals who intentionally do not comply; based on reality to be flexible and mobile in organizing road closures.

The Chairman of the Provincial People's Committee noted and emphasized that it is necessary to be resolute and not let people stay in dangerous areas when the storm directly affects them and there is heavy rain and floods. In case of necessity, it is necessary to proactively enforce evacuation to ensure the safety of people's lives. Ensure the safety of dykes, lakes, dams, traffic safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, and enterprises; protect agricultural production. Proactively arrange forces and means in key and vulnerable areas to be ready to deploy and promptly handle situations that arise when storms and floods occur. In particular, the highest priority must be given to ensuring the safety of people's lives when storms make landfall as well as heavy rains after the storm's circulation.

Up to now, thanks to the support of military and police forces, Nghe An is responding urgently and decisively to storm No. 5.
