Firmly stick to the base, wholeheartedly serve
Quy Hop District (old) had 20 communes and 1 town, now merged into 7 communes: Quy Hop, Muong Ham, Muong Chong, Chau Hong, Chau Loc, Minh Hop, Tam Hop. After the merger, operating a 2-level local government, Quy Hop Transaction Office still maintains 21 fixed transaction points on trading days as before to ensure uninterrupted and smooth operations.
Right from the beginning, the transaction office leaders directly worked with the Chairmen of the People's Committees at the commune level and sent documents requesting the People's Committees to arrange convenient transaction points for customers and savings and loan groups in the commune to come and transact.

Mr. Cao The Hong - Chairman of Chau Hong Commune People's Committee said that Chau Hong Commune was merged on the basis of 3 communes of Quy Hop District (old). Currently, the total outstanding loan program of the commune is 128 billion VND, with 1,633 households borrowing. To help people access preferential loans, we create conditions and arrange locations for transaction offices to schedule fixed transactions at the headquarters of Chau Thanh, Chau Tien (old) and Chau Hong (new) communes. At the transaction points, we arrange space for working and post public signs to promote policy credit. In addition, the Commune People's Committee also closely coordinates with the Commune Police to implement protection plans at the transaction points to ensure the safety of people and property.
Currently, the network of savings and credit groups continues to be maintained stably with 331 groups operating effectively; there is no disruption to the group management board after the merger. The group leaders are proficient in their work, so it is very convenient for social policy credit activities after the merger, keeping the capital flow uninterrupted.
In early July 2025, the organizations and unions did not have a seal to sign a new trust contract with the Quy Hop Social Policy Bank Transaction Office. However, with their sense of responsibility, the organizations and unions receiving the trust have started working, fully assigned supervision at the commune transaction sessions, regularly exchanged information, and at the same time, received the handover documents from the commune-level association, directed the organizations to evaluate the subjects, and gradually complete the loan documents...

At Nam Dan Transaction Office, some transaction points located at the new commune People's Committee headquarters, the transaction office leaders directly participated in the meeting with the commune level, unions and savings and loan groups. Thereby, promptly grasping the situation, listening to and sharing difficulties and especially strengthening coordination in implementing policy credit activities. Along with that, coordinating with new communes, creating favorable conditions for customers in confirming loan applications, authorization procedures, ensuring that no problems arise in administrative procedures.
Mr. Nguyen Sy Hai - Director of Nam Dan Social Policy Bank Transaction Office said, after the merger, we firmly stick to the base, wholeheartedly serve, proactively coordinate with local authorities and receive attention, direction, and facilitation in arranging transaction points at convenient and safe locations. Thanks to that, policy credit activities are not interrupted, people come to transact conveniently, minimizing costs and time.

The transaction office continues to maintain 17/17 transaction points in the old communes as before, the total outstanding policy credit in the area reaches more than 610 billion VND, with more than 12,000 customers still having outstanding loans. All transaction activities take place normally, ensuring safety and efficiency.
However, in addition to the efforts that the Nghe An Provincial Social Policy Bank branch has made to maintain and ensure the smooth and continuous flow of social policy credit, the actual initial operations still encountered some difficulties, namely: Most of the leaders of the commune-level associations and unions are new and unfamiliar with the work of coordinating and receiving entrustments, so there were certain confusions. Immediately after the merger, the Party committees, authorities, and unions at the commune level were focusing on stabilizing the workplace and the organization, so the propaganda, inspection, and supervision of entrustment activities were not as timely as before...
Ensure effective and smooth credit policy
With the motto "Understanding the people's hearts, serving wholeheartedly", Nghe An Social Policy Bank has proactively followed the grassroots level, organizing timely transaction sessions in the communes. The branch has proactively followed the direction of the General Director, taken advantage of the leadership and direction of the local Party Committee and government, etc., focused on implementing the tasks after the merger of the two-level local government; continued to actively contribute to the results of poverty reduction, ensuring social security and building new rural areas in the area.
The entire branch has actively and effectively advised the local Party Committee, government and the Board of Directors of the Provincial Bank for Social Policies to comprehensively lead and direct the transaction offices. Actively advising all levels to transfer the entrusted budget, by July 10, 2025, the local budget entrusted through the branch increased by 223 billion VND, reaching 223% of the assigned plan for 2025, contributing to meeting the borrowing needs of policy beneficiaries in the area.
Implementing Resolution No. 1678 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in 2025, after the arrangement, Nghe An has 130 commune-level administrative units (a reduction of 282 commune-level units compared to before the arrangement), including 119 communes and 11 wards.

Mr. Tran Khac Hung - Director of the provincial branch of the Social Policy Bank said: Implementing the direction of the Social Policy Bank on the plan to arrange and organize the apparatus, the branch still maintains the network of 19 transaction offices and provincial headquarters, 412 points as before. To ensure that all transaction activities are stable and smooth in the initial stage of converting the 2-level local government model, we have proactively and drastically implemented solutions early, especially transaction work at the commune level and ensuring transaction safety, thereby best serving policy beneficiaries in the area.
Along with that, the branch has established working groups in charge of directing units, directly surveying, inspecting, and urging establishments to resolutely and seriously implement the direction of the General Director of the Bank for Social Policies. In addition to maintaining operations, prioritizing lending activities, continuing to increase outstanding loans, promptly meeting the borrowing needs of the poor and policy beneficiaries.
The branch has directed transaction offices to coordinate in reviewing and completing documents since June to disburse loans in July. Therefore, in the first half of July, the total loan turnover of the branch reached 170 billion VND, basically meeting customer needs well.

In the coming time, the branch will continue to strengthen the inspection of transaction activities in the commune in the direction of maintaining 412 transaction points as before the merger, ensuring safety and quality; the branch leaders will actively inspect and promptly remove difficulties for transaction offices; proactively coordinate with associations and unions at all levels to direct savings and credit groups to evaluate subjects, complete documents, and disburse loans promptly, best meeting the borrowing needs of the poor and policy beneficiaries in the area.
